W A T E R E N E R G Y L I ! . <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: August 2, 2013 <br /> ITEM NO: 5 <br /> SUBJECT: RAUB CHLORINATION RETROFIT PROJECT, BID NO. 1033-13-04 — REJECTION <br /> OF BIDS <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is rejection of all bids for the Raub Chlorination <br /> Retrofit Project— Bid No. 1033-13-04. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities reject all bids received for the Raub Chlorination Retrofit Project — Bid <br /> No. 1033-13-04. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) protects the water system by injecting a small amount of chlorine near <br /> the well fields. RPU uses two sources of chlorine: one is a liquid sodium hypochlorite, which is delivered <br /> to the site by tanker trucks and stored in a tank; the other is an onsite generation unit that converts salt to <br /> sodium hypochlorite. Considering life-cycle costs, an onsite generation system is typically less <br /> expensive to own and operate than a liquid sodium hypochlorite system. <br /> The existing Raub Chlorination Station uses liquid sodium hypochlorite. The storage tank, where the <br /> liquid sodium hypochlorite is kept, is leaking and cannot be repaired. The building that houses the leaky <br /> tank was not designed to facilitate removing and replacing the tank without performing major <br /> improvements to the building. The leaky tank was isolated and taken off line. Staff provided a temporary <br /> storage tank and piping located outside the building while a permanent and feasible solution is <br /> constructed. <br /> As an alternate to replacing the liquid sodium hypochlorite tank, staff prepared plans to re-purpose and <br /> augment the existing structure for a proposed onsite generation chlorine unit. Bids were opened on June <br /> 14, 2013.
