BOARD OF PUBLIC UTILITIES
GENERAL MANAGER'S REPORT
Ference, Cathy ITEM NO. 17
From: waterscottcoe @gmail.com on behalf of Justin Scott-Coe <jscottcoe @earthlink.net>
Sent: Friday, July 12, 2013 10:56 AM
To: Ference, Cathy
Cc: Wright, David; Barber, Scott; Wilson, Susan
Subject: Message to the RPU Board
Hi Cathy.
I would like to request that the following message be forwarded to the RPU Board. Thanks!
Justin
Dear RPU Board,
I know you all join me in feeling depressed and saddened that Dave will be leaving RPU, while at the same time
happy and excited for him and his future prospects. We will definitely make sure to take time during upcoming
meetings to express our appreciation to Dave for his 25 years of service to the community.
I wanted to make sure you are aware that Article XII of the Riverside Cite Charter gives the Board of Public
Utilities a unique role in the selection of a new General Manager. The following section is quoted from the
Charter:
Sec. 1202. [Board of Public Utilities) Powers and duties.
The Board of Public Utilities shall have the power and duty to:...
g) Approve or disapprove the appointment of the Director of Public Utilities, who shall be the department
head.
City Manager Scott Barber has very generously communicated his intent to involve the Board more fully in the
selection of the new General Manager. The following is directly from the City Manager's communication to me,
which he asked that I pass along to all of you:
Riverside City Charter Section 1202 (g) states that the RPU Board has the power to approve or
disapprove the appointment of the Director of Public Utilities; my intention is that the Board designate
one member who will participate with my team in the candidate selection process, so that the Board has a
representative who can report back to the Board and advocate for the candidate who has been selected.
As for the Interim Public Utilities General Manager- my intent is that as a courtesy to the Board, I will
advise them prior to making a public announcement regarding my selection of this position.
For most if not all of us, this will be a completely new experience, and I am sure we will have many questions
and a good conversation about it at our next Board Meeting. However, I would request that you please wait
until then and hold off on any further email correspondence, due to the Brown Act.
Thank you all for your active and engaged service on the Board.
Best,
Justin
