RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: July 19, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: PRIMARY CABLE BURN UP REPAIR ON CIMARRON ROAD, ANNA STREET AND <br /> ARLINGTON AVENUE -WORK ORDER NO. 1322051 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval for Work Order No. 1322051. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of $182,000 for Work Order <br /> No.1322051. <br /> BACKGROUND: <br /> On Saturday July 16, 2011, a 1976 high voltage cable failed on Arlington Avenue, westerly of Anna <br /> Street, interrupting service to 34 customers. During restoration switching, City crews found another <br /> section of failed high voltage cable on Anna Street and Cimarron Road. northerly of Arlington Avenue. <br /> City crews were unable to remove the existing Cable in Conduit (CIC); however, they were able to install <br /> a temporary cable to restore service to the affected customers. <br /> Emergency Work Order No. 1202225 was issued to contract crews from International Line Builders, a <br /> member of the Contractors' Panel for Energy Delivery Work, to trench and install 350 feet of conduit, and <br /> a primary structure to temporarily restore the electrical system. The work started on July 20, 2011 and <br /> was completed on July 30, 2011. City crews installed all the electrical components and removed the <br /> temporary cable. The Public Works Department had recently completed a pavement rehabilitation project <br /> in the area and, therefore, permitted only the minimum amount of emergency work necessary for public <br /> safety. Permanent repairs were deferred for three years to comply with Public Works' policy and the <br /> necessary work will now be undertaken. <br /> Work Order No. 1322051 includes: <br /> • Installation of one 3 foot x 5 foot Pull Box <br /> • Installation of 1,315 feet of 4-inchconduit. <br /> • Replacement of 1315 feet of #2AL CIC HMPE cable with new 1/OAL XLPE cable in 4-inch <br /> conduit. <br /> • Approximately 44,095 square feet of Type 1 asphalt slurry pavement <br /> Engineering has been completed by Riverside Public Utilities (RPU) staff. All construction work including <br /> trenching, conduits, and other infrastructure work will be performed by contract crews from the <br /> Contractor's panel. Directional boring will be used, where possible, to minimize cost and street repairs. <br /> All electrical work including cable installation, splicing and terminations will be done by RPU crews. <br />
