W A T E R E N E R G Y l I F } <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 21, 2013 <br /> ITEM NO: 8 <br /> SUBJECT: AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR <br /> GEOHYDROLOGIC CONSULTING SERVICES FOR WELL REHABILITATION AND <br /> GROUNDWATER MONITORING <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a Professional Services Agreement with <br /> Geoscience Support Services, Inc. in a not-to-exceed amount of$317,851 for support services related to <br /> well rehabilitation and groundwater monitoring. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a Professional Services Agreement with Geoscience Support <br /> Services, Inc., of La Verne, California, in a not-to-exceed amount of $317,851 for geohydrologic <br /> professional consulting services for a well rehabilitation and groundwater monitoring program. <br /> BACKGROUND: <br /> Riverside's domestic and irrigation water supplies come from a large network of wells that produce water <br /> from the local groundwater basins. The reliability and sustainability of this water supply is dependent <br /> upon the health of the groundwater basins and the efficiency of the wells and pumping plants. For this <br /> purpose, Riverside has developed a well rehabilitation program and has taken measures to monitor and <br /> control the groundwater basins. <br /> However, additional expertise is needed. The science behind production well efficiency is site specific <br /> and complex. With an average age of 57 years (oldest is 113 years) and a replacement cost of $1.5 <br /> million, these wells need to be maintained and operated as efficiently as possible. As for monitoring <br /> wells, many of them are old production wells that may be poorly located and sized to monitor <br /> groundwater quality and quantity. For these reasons, the services of a hydrogeologist are necessary to <br /> review the well rehabilitation and monitoring well programs. <br /> A Request for Proposals (RFP) was sent to 17 consultants with well rehabilitation and groundwater <br /> monitoring expertise. From the proposals received, five consultants were selected for interviews. <br /> Geoscience was determined to be the best qualified firm to provide the services. The negotiated scope <br /> and price are included in the agreement. <br /> Work will include, among other things, assisting staff with developing a prioritized list for well <br /> rehabilitation, developing a well rehabilitation specification. reviewing the monitoring well program and <br /> identifying ideal locations for new monitoring wells. <br />
