RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: June 21, 2013 <br /> ITEM NO: 7 <br /> SUBJECT: IVY STREET BRIDGE TEMPORARY BOOSTER STATION PROJECT FOR THE <br /> STATE ROUTE 91 HIGH OCCUPANCY VEHICLE LANE PROJECT — <br /> REIMBURSEMENT BY RIVERSIDE COUNTY TRANSPORTATION COMMISSION — <br /> WORK ORDER NO.1112059 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a change order in an amount not-to- <br /> exceed $97,500 for a total change order authority of $111,400, to extend the maintenance period of the <br /> Ivy Street Bridge Temporary Booster Station Project for the State Route 91 High Occupancy Vehicle <br /> (HOV) Lane Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities authorize staff to issue a change order in an amount not-to-exceed <br /> $97,500 to extend the maintenance period of the Ivy Street Bridge Temporary Booster Station Project for <br /> the State Route 91 High Occupancy Vehicle Lane Project, Bid No. 1033-12-03. <br /> BACKGROUND: <br /> The State Route 91 HOV Lane Widening Project is currently under construction, with the State of <br /> California Department of Transportation (Caltrans) acting as the Construction Administrator and <br /> Riverside County Transportation Commission (RCTC) providing funding for the utility relocations. As <br /> part of this project, the Ivy Street Bridge will be demolished and replaced resulting in severing a source of <br /> water to the 1200 Pressure Zone portion of Pachappa Hill. The Ivy Street Bridge Temporary Booster <br /> Station Project involved installing a temporary booster station to supply the 1200 Zone until the Ivy Street <br /> Bridge is rebuilt. <br /> On April 1, 2011 the Board of Public Utilities approved the reimbursable capital expenditure of <br /> $1,600,000 (Utility Agreement No. 21702) under Work Order No.1112059. On August 2, 2012, a <br /> contract for$341,777 was awarded to Genesis Construction via the Water Division Contractor's Panel to <br /> construct the Ivy Street Bridge Temporary Booster Station Project. The contract for Genesis, which <br /> includes required maintenance and repairs, was set to expire in September 2013, when the Ivy Street <br /> Bridge was supposed to be completed <br /> However, Caltrans has reported that the completion of the bridge will be delayed by approximately a <br /> year. In order to ensure that the supply of water for fire protection to the 1200 Pressure Zone continues, <br /> staff recommends increasing the originally approved project change order authority for Bid No.1033-12- <br /> 03 by $97,500 for a new total change order authority of$111,400. This $97,500 rental cost is an amount <br /> not-to-exceed rate of $6,500 per month until Caltrans completes the Ivy Street Bridge for a maximum of <br /> 15 months. <br />
