ENE R G V <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 21, 2013 <br /> ITEM NO: 6 <br /> SUBJECT: REJECTION OF BIDS FOR THE WOOD STREETS STREET LIGHT PROJECT <br /> PHASE ONE, BID NO. 7134 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is rejection of all bids received for the Wood Streets <br /> Street Light Project— Phase I, Bid No. 7134. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities reject all bids received for the Wood Streets Street Light Project, Bid No. <br /> 7134. <br /> BACKGROUND: <br /> There are approximately 1,315 historical concrete streetlights within the City of Riverside located in the <br /> Downtown area, Wood Streets and the Eastside. The existing streetlight system is over 90 years old and <br /> requires constant maintenance. Additionally, the age of the system presents safety concerns. <br /> In 2008, Riverside Public Utilities (RPU) began working with various street light manufacturers to create <br /> a replica of the original historic concrete standard with an acorn style luminaire. Work Order Nos. <br /> 0809101 and 0809099 were created to account for the design and construction phases of this project. <br /> Two separate work orders was the required protocol at the time. Since then we have migrated to a one <br /> work order business process accommodating both design and construction. In October 2011, a replica <br /> concrete standard with luminaire was provided for consideration. This replica and fixture was similar to <br /> the original specifications with some minor modifications. These modifications include a footing in lieu of <br /> direct buried installation and LED lamps in lieu of incandescent bulbs to meet today's roadway lighting <br /> requirements. <br /> In the beginning of 2012, RPU began a public outreach effort to inform Riverside residents and <br /> organizations such as The Grand Neighborhood Alliance, Historical Wood Street Association and <br /> Neighbors of the Wood Streets (NOW) about the propose street lighting project. After receiving approval <br /> from the neighborhood groups and residents, the Cultural Heritage Board approved the replacement of <br /> the existing deteriorating concrete standards with the replica standard and LED Luminaire. <br /> The first phase of the replacement project will include the Wood Streets, southerly of Magnolia Avenue to <br /> Olivewood Avenue between Ramona Drive and Jurupa Avenue (Attachment 1). This is one of the first <br /> areas of the city with historical significance and contains ample dilapidated facilities. The request for <br /> additional change order authority by the General Manager up to 25% is due to the age of the facilities <br /> that the contractor will be in contact with, making the possibility for additional change orders more <br /> prevalent. RPU will be partnering with the City of Riverside Museum Department to obtain and display a <br /> few of these vintage facilities at the Riverside Museum. Likewise, RPU will be partnering with Wood <br /> Street residences to potentially donate a few of these facilities to residents that have shown interest in <br /> acquiring them. <br />
