W A T E R E N E R G Y L 14 ! <br /> E3W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 7, 2013 <br /> ITEM NO: 9 <br /> SUBJECT: AGREEMENT BETWEEN CITY OF WESTERN MUNICIPAL WATER DISTRICT OF <br /> RIVERSIDE COUNTY AND RIVERSIDE PUBLIC UTILITIES FOR PAYMENT OF <br /> COSTS RELATED TO SEVEN OAKS DAM NEW CONSERVATION WATER <br /> SUPPLY <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the Agreement Between Western <br /> Municipal Water District of Riverside County and City of Riverside For Payment of Costs Related to <br /> Seven Oaks Dam New Conservation Water Supply. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Recommend that the City Council approve the Agreement Between Western Municipal Water <br /> District of Riverside County and City of Riverside For Payment of Costs Related to Seven Oaks <br /> Dam New Conservation Water Supply, and <br /> 2. Approve the expenditure of $3,701,540.00, to be paid to Western Municipal Water District for <br /> Riverside's share of the costs related to the New Conservation Water Project. <br /> BACKGROUND: <br /> Riverside's rights to water from the San Bernardino Basin Area (SBBA) is governed by the Judgment <br /> entitled Western Municipal Water District of Riverside County et al., v East San Bernardino County Water <br /> District, et al., issued in 1969 (1969 Judgment). Riverside's export rights are currently set at 53,426 acre <br /> feet per year (AFY). The 1969 Judgment provides an opportunity for Riverside to increase export rights <br /> via "New Conservation", which requires our financial participation in projects that increase the basin safe <br /> yield. <br /> Under the 1969 Judgment, the SBBA is managed by two watermasters: Valley District Municipal Water <br /> Agency (Valley District) and Western Municipal Water District (Western). Western has historically <br /> represented all of the Riverside County agencies that export water from the SBBA (i.e. Riverside, <br /> Riverside Highland, University of California Riverside and Meeks and Daley). Combined, these agencies <br /> represent 27.95% of the extraction rights from the SBBA. Western contracts and pays Valley District for <br /> "New Conservation" and then seeks reimbursement from its represented agencies. Riverside's SBBA <br /> base right is approximately 22.49% of the total basin safe yield. <br />
