Approve the First Amendment to the Master Agreement for Professional Consultant Services <br /> for Various Public Utilities Capital Improvement Projects, extending the term to April 2, 2016; <br /> 2. Authorize the City Manager, or his designee, to execute the First Amendment to the Master <br /> Agreement for Professional Consultant Services for Various Public Utilities Capital <br /> Improvement Projects with the entities referenced herein; and <br /> 3. Authorize the City Manager, or his designee, to terminate such Master Agreements, by mutual <br /> consent. <br /> BACKGROUND: <br /> In June 2009, the Board of Public Utilities (Board) approved the establishment of the professional <br /> consulting services panel for water and electrical capital improvement projects, followed by subsequent <br /> Board approvals for augmenting the number of qualified consultants to the panel. <br /> In March 2010, the Board approved a Master Agreement with the consultants in the panel for a period of <br /> three years elapsing in April 2, 2013. The pool of professional services in the master agreement include <br /> planning and design, manpower assistance, construction management and inspection, and geotechnical. <br /> Each agreement had a limit of $750,000 as an aggregate total for all services rendered during the <br /> previously approved three-year term. <br /> The amendment renews the term of the master agreement for an additional three years concluding in <br /> April 2, 2016, with the same provisions of the master agreement. Staff further recommends that if a <br /> consultant requests to be removed from the panel, that the City Manager be authorized to enter into a <br /> termination agreement. <br /> The use of the Consultant Panel in the first three years of the term was limited to a handful number of <br /> projects and that trend will likely continue over the next term. Selection of consultants for future projects <br /> will be based on qualifications by consultant and responses to a formal Request for Proposal process. <br /> The Riverside Public Utilities Board will continue to approve the expenditure for such projects. <br />
