W A T E R I E N E R G Y I L I F E <br /> M " RIVERSIDE PUBLIC UTILITIES <br /> III& Board Memorandum <br /> P U B L I C U T I l T T I F S <br /> BOARD OF PUBLIC UTILITIES DATE: June 7, 2013 <br /> ITEM NO: 7 <br /> SUBJECT: APPROVAL OF CONSULTANT PANEL FOR ENERGY DELIVERY ENGINEERING <br /> SERVICES <br /> ISSUE: <br /> The item for Board of Public Utilities approval is requested to establish a new Professional Consultant <br /> Panel for Public Utilities Energy Delivery Engineering projects. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the Consultant Panel Master Agreement for Professional Services for various Public <br /> Utilities Capital projects with a compensation limit capped at $2,000,000 per consultant over the <br /> three-year contract term; <br /> 2. Authorize the City Manager, or his designee, to approve Master Agreements with each qualified <br /> consultant, in substantially the same form as attached to this report; and <br /> 3. Authorize the City Manager, or his designee, to terminate, upon mutual consent, any Master <br /> Agreements. <br /> BACKGROUND: <br /> On April 15, 2003, the City Council approved an Engineering Consultant Panel for Energy Delivery <br /> Engineering Services. On August 20, 2010, the Board of Public Utilities expanded the panel to 19 <br /> panelists with a compensation limit capped at $2,000,000 for a three-year term. The agreements are set <br /> to expire on June 30, 2013. <br /> The Consultant Panel provides a ready list of expertise to draw upon for projects that require <br /> professional services. When outside services are needed, engineering staff requests proposals from the <br /> consultants that are qualified to provide the services needed. Staff awards work based on proposals <br /> submitted and evaluates the consultant's understanding of the scope of work, assigned personnel and <br /> their current work load, and costs to perform the work. A Supplemental Agreement to the Master <br /> Agreement is then executed by both parties and the work is performed. <br /> Request for Proposals No. 1371 (RFP 1371) was listed on ActiveBidder.com and electronically sent to all <br /> current panelists on January 9, 2013. Thirty proposals were received by the RFP close date of February <br /> 28, 2013. Energy Delivery Engineering (EDE) staff reviewed each proposal based on criteria listed in the <br /> RFP. Each consultant could choose to qualify for any of the 18 disciplines identified in the RFP. The <br /> disciplines identified in the RFP included design services for transmission, distribution, communications, <br /> substations, SCADA, architectural, civil, mechanical, structural, wireless communication, fiber optic, <br /> power generation, and street lighting. Additional disciplines included CEQA work, system operations, <br /> system maintenance, geotechnical, and construction project management functions. EDE staff is <br /> recommending that Master Agreements be executed with the 30 firms (Attachment 1), and that other <br /> firms be added or removed on an as-needed basis. <br />
