W A T E R E N E R G Y L r ,. <br /> OW& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 7, 2013 <br /> ITEM NO: 6 <br /> SUBJECT: ENVIRONMENTAL LABORATORY FOR CHEMICAL AND BACTERIOLOGICAL <br /> ANALYSIS OF WATER SAMPLES AGREEMENT <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a three-year agreement, with two one- <br /> year extensions, with Eurofins Eaton Analytical (Eurofins) Laboratories for chemical and bacteriological <br /> analysis of water samples. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Award a three-year agreement, with two one-year extensions, to Eurofins Laboratories, of <br /> Monrovia, California, at an annual cost of$600,000: and <br /> 2. Authorize the City Manager, or his designee, to execute the additional one-year extensions, if <br /> necessary. <br /> BACKGROUND: <br /> The Federal Safe Drinking Water Act and the California Code of Regulations require monitoring and <br /> testing bacteriological quality and other constituents of drinking water. The Riverside Public Utilities <br /> (RPU) Department collects and analyzes approximately 17,000 water quality samples each year. Due to <br /> the high volume and complexity of the testing, RPU hires an outside consultant to complete the <br /> laboratory work associated with this compliance. In 2010, the Board of Public Utilities awarded a three- <br /> year contract to Eurofins Laboratories which expires on June 30, 2013. <br /> To meet the requirements for RPU's laboratory testing, staff developed a Request for Proposals (RFP) <br /> which was sent out to applicable companies, as well as posted on the City's website. On April 11, 2013, <br /> two proposals were received. <br /> The Proposals were evaluated based on the following criteria: <br /> • Laboratory qualification in performing potable water analyses according to EPA prescribed <br /> methods and Unregulated Contaminant Monitoring Rule 3 regulation (UCMR 3). Laboratory <br /> needs to be approved by EPA to test for all UCMR 3 methods. <br /> • Technical analysts and support personnel proposed for the Contract. <br /> • Technical approach to address RPU's laboratory services and data management needs. <br /> • Local presence <br /> • Pricing based on an estimated 7,800 "routine" tests. <br /> • Communication process and ability to provide "on-demand" access to test results. <br />
