W A T E R E N E R G Y L i i <br /> RIVERSIDE PUBLIC UTILITIES <br /> 4 k& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 7, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: COOPERATIVE AGREEMENT BY AND BETWEEN THE COUNTY OF RIVERSIDE <br /> AND CITY OF RIVERSIDE FOR THE COUNTY'S MAGNOLIA GRADE <br /> SEPARATION PROJECT <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a Cooperative Agreement between the <br /> County of Riverside and the City of Riverside for the County's Magnolia Grade Separation Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommends that the City Council approve the Cooperative Agreement <br /> by and between Riverside County and City of Riverside for Magnolia Grade Separation Improvements. <br /> BACKGROUND: <br /> The County of Riverside is proposing a railroad grade separation project along Magnolia Avenue <br /> between Lincoln Street and Buchanan Street, which encompasses the unincorporated area of the <br /> County of Riverside and the City of Riverside. The work involves securing additional right-of-way <br /> property, construction of a bridge overcrossing the existing Burlington Northern Santa Fe Railroad right- <br /> of-way and various utility relocations. The County anticipates construction beginning in the 2"" quarter of <br /> 2014. <br /> The project mutually benefits the City and the County by improving vehicular traffic circulation, pedestrian <br /> and vehicular safety, and provides uninterrupted efficient access for motorists, residents, businesses, <br /> pedestrians and emergency vehicles in the area. Due to the mutually benefitting nature of the project, <br /> the County and the City desire to formalize this understanding in the form of a cooperative agreement. <br /> The agreement covers the City related matters ranging from project permitting to long term facility <br /> maintenance. The Board is being asked to consider only the RPU facilities to be relocated under the <br /> agreement, and the City Council will consider the non-utility improvements to be relocated. <br /> The most notable impact to RPU is the relocation of approximately 2,200 linear feet of 20-inch concrete <br /> mortar lined and coated steel pipe installed in 2001. Approximately 1,770 linear feet of pipeline (which <br /> includes a 450 linear feet of bore and jack under the railroad right-of-way), resides within the County's <br /> jurisdiction where the County has superior rights. The County is requiring RPU to relocate the pipeline at <br /> RPU expense. The estimated relocation cost is $1,563,320. Staff will seek Board authorization at a later <br /> date for this expenditure and award of a construction contract. The remaining 430 linear feet of pipeline <br /> resides within City limits where RPU has superior rights. The relocation of this portion will be constructed <br /> and funded by the County. <br /> Other impacts to RPU include the relocation of miscellaneous waterline appurtenance relocations totaling <br /> approximately $96,030, the cost of which will be reimbursed by the County. The remaining work of <br /> approximately 535 linear feet of 12-inch waterline relocation, relocation of existing and installation of new <br /> ornamental street lights, and miscellaneous electrical and water service relocations will be constructed <br /> and funded by the County. <br /> The Public Works Director concurs with the recommendation above. <br />
