BOARD OF PUBLIC UTILITIES DATE: May 3, 2013 <br />ITEM NO: 6 <br />SUBJECT: SEISMIC UPGRADES AT LA COLINA AND HUNTER SUBSTATIONS — WORK <br />ORDER NO. 1020992 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of an increase in the cost estimate of Work <br />Order No. 1020992. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve an increase in the cost estimate of Work Order No. 1020992 in <br />the amount of $383,645 for the seismic upgrades at La Colina and Hunter Substations bringing the total <br />work order amount to $649,885. <br />BACKGROUND: <br />On April 1, 2011, the Board approved Work Order No. 1020992 in the amount of $266,240 to complete <br />seismic upgrades at the La Colina and Hunter Substations. The analysis was based on as -built drawings <br />which dated back to the mid 1960's. The project included seismic analysis of the steel bus work support <br />structures at both substations and any required physical construction to address any structural <br />deficiencies identified by the analysis at only La Colina Substation. The physical construction to address <br />seismic deficiencies at Hunter Substation was not included in the initial approval of the Work Order. <br />At the La Colina Substation, Riverside Public Utilities (RPU) crews discovered that the foundations for <br />the structural steel bus work support structure was constructed differently than the as -built illustrated. <br />Due to this discrepancy once the RPU crews began work, it was determined that the consultant needed <br />to re- evaluate of the seismic analysis of the structural steel bus work support structure. <br />RPU's consultant, Stanley, re- visited the seismic analysis for the structural steel bus work support based <br />on the findings from the field. Based on the revised results, RPU staff recommends that the seismic <br />upgrades to the structural steel bus work support structure at the La Colina Substation be completed <br />immediately. The overall cost of the work order was revised to cover the additional cost of material, <br />labor, and additional design. <br />This Board action focuses solely on the work at La Colina Substation. After determining the necessary <br />modifications at the Hunter Substation, staff will return to the Board of Public Utilities for approval of the <br />seismic upgrades at Hunter Substation. <br />FISCAL IMPACT: <br />The estimated total capital expenditure for Work Order No. 1020992 is $649,885. The revised work <br />order estimate includes all costs for consultant analysis, design, engineering, rental equipment, <br />materials, construction, overhead, and contingency: <br />
