BOARD OF PUBLIC UTILITIES DATE: May 3, 2013 ITEM NO: 6 SUBJECT: SEISMIC UPGRADES AT LA COLINA AND HUNTER SUBSTATIONS — WORK ORDER NO. 1020992 ISSUE: The item for Board of Public Utilities consideration is approval of an increase in the cost estimate of Work Order No. 1020992. RECOMMENDATION: That the Board of Public Utilities approve an increase in the cost estimate of Work Order No. 1020992 in the amount of $383,645 for the seismic upgrades at La Colina and Hunter Substations bringing the total work order amount to $649,885. BACKGROUND: On April 1, 2011, the Board approved Work Order No. 1020992 in the amount of $266,240 to complete seismic upgrades at the La Colina and Hunter Substations. The analysis was based on as -built drawings which dated back to the mid 1960's. The project included seismic analysis of the steel bus work support structures at both substations and any required physical construction to address any structural deficiencies identified by the analysis at only La Colina Substation. The physical construction to address seismic deficiencies at Hunter Substation was not included in the initial approval of the Work Order. At the La Colina Substation, Riverside Public Utilities (RPU) crews discovered that the foundations for the structural steel bus work support structure was constructed differently than the as -built illustrated. Due to this discrepancy once the RPU crews began work, it was determined that the consultant needed to re- evaluate of the seismic analysis of the structural steel bus work support structure. RPU's consultant, Stanley, re- visited the seismic analysis for the structural steel bus work support based on the findings from the field. Based on the revised results, RPU staff recommends that the seismic upgrades to the structural steel bus work support structure at the La Colina Substation be completed immediately. The overall cost of the work order was revised to cover the additional cost of material, labor, and additional design. This Board action focuses solely on the work at La Colina Substation. After determining the necessary modifications at the Hunter Substation, staff will return to the Board of Public Utilities for approval of the seismic upgrades at Hunter Substation. FISCAL IMPACT: The estimated total capital expenditure for Work Order No. 1020992 is $649,885. The revised work order estimate includes all costs for consultant analysis, design, engineering, rental equipment, materials, construction, overhead, and contingency:
