W R I E R E N E R G Y L f h h <br />RIVERSIDE PUBLIC UTILITIES <br />yr' <br />WI& Board Memorandum <br />P U B L I C U T I I I T I F S <br />BOARD OF PUBLIC UTILITIES DATE: May 3, 2013 <br />ITEM NO: 5 <br />SUBJECT: EMERGENCY WORK REQUIRED DUE TO WILDFIRE IN THE SANTA ANA RIVER <br />BOTTOM - WORK ORDER NO. 1320134 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval for Emergency Work Order No. 1320134 <br />in accordance with Article XII, Section 1202 of the City of Riverside Charter. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the capital expenditure of $80,350.42 for Emergency Work <br />Order No. 1320134 in accordance with Article XII, Section 1202 of the City of Riverside Charter. <br />BACKGROUND: <br />On Thursday February 28, 2013, the Riverside Fire Department (RFD) requested that two 69 kV <br />transmission lines and one 12 kV distribution line be taken out of service because of a wildfire in the <br />Santa Ana River bottom. The affected transmission lines were the Riverside Energy Resource Center <br />(RERC) to Riverside Substation Line and the Vista Substation to Mt. View Substation Line. These lines <br />are vital to normal electric system operations. <br />Due to ongoing firefighting activities, City crews were unable to access the River bottom until Monday, <br />March 4, 2013. The fire damaged four wooden poles, two of which were accessible and replaced <br />immediately. The two remaining poles were inaccessible due to poor soil conditions. Water field crews <br />worked to improve the access but did not have adequate equipment to fully resolve the site conditions. <br />On March 5, 2013 and March 6, 2013, a crew from Southern Contract, Inc. worked under the direction of <br />Energy Delivery Division staff to improve the access to a point that Electric crews could make the <br />necessary repairs and restore the lines to service. After all repairs, the electric system was restored to <br />normal operating condition on March 6, 2013. The City Charter in Article XII - Department of Public <br />Utilities; Section 1202 - Board of Public Utilities — Powers and duties; (b) allows work of urgent necessity <br />to be undertaken and ratified by the Board of Public Utilities after the fact. <br />City crews replaced a total of four poles in the amount of $74,200.83. Southern Contract Inc. performed <br />civil work to enable site access for a total amount $6,149.59. <br />FISCAL IMPACT: <br />The total cost for this work order is $80,350.42. Sufficient funds are available in the System <br />Improvements Account No. 6130000 - 470603. <br />
