Approve the estimated capital expenditure of $531,900.00 for Work Order <br /> 0503171, which includes all design, construction, contract administration, <br /> inspection, and change order contingencies for the Chicago Avenue 12-Inch <br /> Water Main Project (Caltrans); <br /> 2. Award a contract for the construction of the Chicago Avenue 12-Inch Water Main <br /> Project (Caltrans), Bid No. 6312 to the lowest responsive bidder, Trautwein <br /> Construction, Inc., Riverside, California, in the amount of$311,460.00; and <br /> 3.
