sY A I R E N E R L Y I I F F <br />T <br />69k <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: AUGUST 7, 2015 <br />ITEM NO: 20 <br />File ID — 15 -2488 — D <br />SUBJECT: REVIEW OF CITY OF RIVERSIDE CODE OF ETHICS <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to review and discuss the City's Code of Ethics to <br />determine if there are any recommendations to be submitted to the City Council's Governmental Affairs <br />Committee for consideration. <br />RECOMMENDATION: <br />That the Board of Public Utilities review and discuss the City's Code of Ethics to determine if there are any <br />recommendations to be submitted to the City Council's Governmental Affairs Committee for consideration. <br />BACKGROUND: <br />On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to the <br />Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected officials and for <br />members of appointed boards and commissions within six months of the effective date of the Charter. On <br />July 12, 2005, the City Council adopted Resolution No. 20986 in compliance with Charter Section 202. The <br />Code of Ethics and conduct has been amended on several occasions and the current Code of Ethics is set <br />forth in Resolution No. 22461 which was adopted by the City Council on October 11, 2012, and is attached to <br />this report. <br />The Code provides the following: <br />In September of each year, the Mayor, the City Manager, the City Attorney and the chairs of all <br />Boards and Commissions shall meet with the Governmental Affairs Committee of the City Council to <br />assess the effectiveness of this code and its application. They shall present a report to the City <br />Council which may include recommendations for the inclusion of new values or procedures. Prior to <br />the annual Governmental Affairs Committee meeting, every Board and Commission is encouraged to <br />agendize and discuss the Code and submit any recommendations for the Committee's consideration. <br />The Governmental Affairs Committee has tentatively scheduled their review of the Code of Ethics for <br />September 2, 2015. In accord with the Code, the Board of Public Utilities has agendized the Code for <br />discussion to determine if there are any recommendations to be submitted to the City Council for <br />consideration. <br />FISCAL IMPACT: <br />There is no fiscal impact associated with this report. <br />Prepared by: Girish Balachandran, Public Utilities General Manager <br />Approved by: John A.
