W A T E R I E N E R G Y I L I F E <br />E3WAI RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 4, 2015 <br />ITEM NO: 10 <br />File ID — 15 -2814 — D <br />SUBJECT: ANNUAL ENVIRONMENTAL LABORATORY WATER TESTING PURCHASE ORDER <br />REQUIREMENTS FOR FISCAL YEAR 2015/2016 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of environmental laboratory expenditures <br />for chemical and bacteriological analysis of water samples. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the Fiscal Year 2015/16 annual purchase order requirements <br />for environmental laboratory testing in the estimated amount of $600,000. <br />BACKGROUND: <br />The Federal Safe Drinking Water Act and the California Code of Regulations requires Riverside Public <br />Utilities (RPU) to conduct chemical and bacteriological drinking water testing by a State of California <br />certified laboratory. To comply with these regulations, RPU collects and submits approximately 17,000 <br />water quality samples to its environmental contract laboratory. <br />In the first quarter of 2013, staff issued a Request for Proposals for contract laboratory services. <br />Proposals were received in April 2013 and a Screening and Selection Committee (Committee) evaluated <br />them based on qualifications and pricing. The Committee determined that Eurofins Eaton Analytical <br />( Eurofins) provided the best proposal and recommended that they be awarded a contract. The Board <br />awarded them a three year contract in June 2013. Board approval is requested to meet the Fiscal Year <br />2015/16 annual purchase order requirements. <br />FISCAL IMPACT: <br />The Fiscal Year 2015/16 annual purchase order requirement for chemical and bacteriological analysis is <br />estimated at $600,000.
