W A T E R I E N E R G Y ' L] F E <br />RIVERSIDE PUBLIC UTILITIES <br />69& Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 4, 2015 <br />ITEM NO: 2 <br />File ID —15 -2804 — Public Hearing <br />SUBJECT: ADOPTION OF "ONE WATER ONE WATERSHED 2.0" INTEGRATED REGIONAL WATER <br />MANAGEMENT (IRWM) PLAN FOR FUNDING THROUGH PROPOSITION 84 WITH THE <br />DEPARTMENT OF WATER RESOURCES VIA SANTA ANA WATERSHED PROJECT <br />AUTHORITY (SAWPA) <br />ISSUE <br />The issues for Board of Public Utilities consideration are to: 1) conduct a public hearing; and 2) adopt SAWPA's <br />OWOW 2.0 IRWM Plan for eligibility and competitive Proposition 84 funding for projects submitted by Riverside <br />Public Utilities (RPU) to the Department of Water Resources (DWR) via SAWPA. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Conduct a public hearing on the Santa Ana Watershed Project Authority's One Water One Watershed 2.0 <br />Integrated Regional Water Management Plan; and <br />2. Recommend that the City Council adopt the One Water One Watershed 2.0 Integrated Regional Water <br />Management Plan. <br />BACKGROUND: <br />Formed in 1975, the SAWPA is a Joint Powers Authority between five regional water agencies. SAWPA was <br />formed to coordinate water related activities in the Santa Ana Watershed. The City participates in SAWPA through <br />Western Municipal Water District. <br />In November 2006 California voters approved Proposition 84 which authorized bond funding for various water <br />projects throughout the State. Chapter 2 of Proposition 84 includes $1 billion in funding for IRWM projects. Of that, <br />approximately $114 million in grant funding is set aside for IRWM projects in the Santa Ana Watershed. SAWPA is <br />responsible for developing the Integrated Regional Water Management Plan (IRWMP) and for recommending <br />projects to be funded. <br />SAWPA began developing an IRWM Plan and titled it "One Water One Watershed" (OWOW). On May 12, 2009 <br />the City Council adopted Resolution No. 21830 supporting the development of the OWOW plan. Former Riverside <br />Mayor Ron Loveridge and several RPU staff members participated in committees to help form OWOW. SAWPA <br />adopted OWOW in 2010. Only those projects that are incorporated into the OWOW plan may be considered for <br />Proposition 84 funding. <br />In June 2012 SAWPA, as the designated agency for reviewing, selecting and distributing Proposition 84 funds <br />within the Santa Ana Watershed, solicited projects for funding. RPU submitted three projects that support new <br />water supply for consideration. An 11- member independent Steering Committee selected the Recycled Water <br />Project Phase 1 for funding and recommended awarding RPU a $1 million grant towards the Project. RPU's <br />Recycled Water Project Phase 1 is one of 22 projects the Steering Committee recommended for funding. <br />
