Aurora Chavez spoke regarding City <br />Council meetings, Riverside County Transportation Commission, and rent <br />control. Errol Koschewitz spoke regarding the City Council Oath of Office <br />and the City Charter. Christina Duran spoke regarding the family homeless <br />shelter. <br />PUBLIC HEARING <br />2015 USER FEES AND CHARGES ADJUSTMENTS - ORDINANCE <br />INTRODUCED - RESOLUTION <br />Hearing was called on proposed changes to the City's user fees and <br />charges as recommended by the recently completed 2015-16 Fees and <br />Charges Study. Seven people spoke on the matter. The public hearing was <br />officially closed. Following discussion, the City Council (1) introduced an <br />ordinance to revise Section 3.30.030 of the Riverside Municipal Code to <br />provide for adjustments to the City's fees and charges as indicated in the <br />written staff report; (2) adopted a resolution authorizing and establishing a <br />schedule of fees and charges for various City services reflecting the <br />revisions as indicated in the written staff report which will amend the former <br />comprehensive Fees and Charges Resolution No. 21960 resulting in <br />development -based fees to be effective 60 days from approval and all other <br />fees to be effective October 1, 2015, removed the fee for a Certificate of <br />Appropriateness, and retained the current fee for water heater permits until <br />further discussion at a future City Council meeting with 90 days; and <br />(3) directed staff to return in one year with an update to include an <br />evaluation of cost recovery levels for all development -review fees; <br />whereupon, an Ordinance entitled, "An Ordinance of the City of Riverside, <br />California, Amending Section 3.30.030 of the Riverside Municipal Code <br />Establishing New Cost Recovery Services, was presented and introduced; <br />and whereupon, the title having been read and further reading waived, <br />Resolution No. 22904 of the City Council of the City of Riverside, California, <br />Amending the City's Fees and Charges Schedule in Resolution No. 21960, <br />as Amended, Providing for Fees and Charges for Certain City Services, <br />Regulatory License, Special Permit, and User Activities, and Authorizing the <br />Motion <br />X <br />Finance Director to Amend the Master Fees and Charges Schedule, was <br />Second <br />X <br />presented and adopted. <br />All Ayes <br />101-67 <br />
