RECOMMENDATION: That the Board of Public Utilities approve the estimated capital expenditure of $933,000 for Work Order No. 1521822 for the Plaza Substation 4 kV to 12 kV Conversion Circuit 456. BACKGROUND: The Electric System Master Plan (ESMP) recommends the conversion of all remaining 4 kV to 12 kV distribution circuits to improve system capacity and reliability. This work will upgrade electric distribution facilities west of Magnolia Avenue in the region of between Dewey Avenue and Bandini Avenue. The scope of work includes the conversion of Plaza Substation Circuit 456 from 4 kV to 12 kV. The overhead work includes replacement of 38 wood poles, 34 transformers, one pole switch, 478 circuit feet of primary overhead wires, 3,874 circuit feet of secondary cables and related overhead distribution facilities. The underground work includes replacement of 2,917 circuit feet of primary underground cables, five padmounted transformers and related underground distribution facilities. Riverside Public Utilities (RPU) engineering staff performed the design to eliminate any negative visual impacts to the project and surrounding area, with sensitivity to the existing neighborhood, and within City Planning guidelines for the designated area of the project.
