Huerta, William H. Densmore, and <br />Mary E. Carter, the Mayor and City Council appointed David A. Huerta to the <br />Ward 7 seat of the Community Police Review Commission for a term ending <br />March 1, 2016. <br />RECESS <br />The City Council recessed at 2:35 p.m. and reconvened at 3 p.m. in the Art <br />Pick Council Chamber Mayor Bailey presiding with all Councilmembers <br />present except Councilmember Perry. <br />PRESENTATION <br />Mayor Bailey called upon U.S. VETS Inland Empire Executive Director <br />Eddie Estrada for an update on their activities at March Air Reserve Base <br />and in the Community. <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br />CASES P14-0805 AND P15-0004 - TENTATIVE TRACT MAP 36806 - <br />REZONING - GIBSON/LINCOLN <br />Hearing was called to consider a proposal by Steve Sommers of SDH & <br />Associates, Inc., for Tentative Tract Map (TM 36806) to subdivide an <br />approximate 3.92 -acre vacant site, comprised of three existing parcels, into <br />18 single-family residential lots and to rezone a portion of the property to <br />remove the "WC -Water Course Overlay Zone," from the site's current zone <br />of R -1 -7000 -WC (Single Family Residential and Water Course Overlay) <br />zone located on the northeasterly corner of the intersection of Gibson Street <br />and Lincoln Avenue. One person spoke regarding the matter. The public <br />hearing was officially closed. Following discussion, the City Council <br />(1) determined the proposed project will not have a significant effect on the <br />environment based upon the findings and mitigation measures set forth in <br />the case record and adopted a Mitigated Negative Declaration; (2) adopted <br />the Mitigation Monitoring and Reporting Program (MMRP) found in the <br />Planning Commission staff report, pursuant to Section 21081.6 of California <br />Environmental Quality Act (CEQA); (3) approved Planning Cases P14-0805 <br />and P15-0004 based on and subject to the findings and recommended <br />101-51 <br />
