PROJECT SUMMARY: <br />1) Proposal: Proposed Certificate of Appropriateness request for an <br />approximately 1,900 square foot single story, single family <br />residence within the Arlington Park/El Cajon Tract Potential <br />Historic District in the R -1 -7000 zone <br />2) Location: Rear portion of 5650 Central Avenue, recently subdivided and <br />proposed to be addressed as 5647 Portola Way located between <br />5633 and 5661 Portola Way <br />3) Applicant: Jimmy Espinoza, Inland Investment Co. <br />4) Case Planner: Teri Delcamp, Historic Preservation Senior Planner <br />(951) 826 -2117 <br />tdelcamp@riversideca.gov <br />III. RECOMMENDATION: <br />That the Cultural Heritage Board: <br />1. DETERMINE that Planning Case P15 -0570 constitutes one new single family residence <br />that is consistent with the Secretary of the Interior's Standards for the Treatment of Historic <br />Properties, which is categorically exempt from the provisions of the California <br />Environmental Quality Act (CEQA) per Sections 15303 and 15331 of the CEQA <br />Guidelines; and <br />2. APPROVE Planning Case P15 -0570 based on the findings outlined in the staff report and <br />summarized below, and subject to the attached conditions, thereby issuing a Certificate of <br />Appropriateness for the project: <br />CHB — Certificate of Appropriateness 1 of 8 P15 -0570 <br />
