<br />, <br /> <br />CITY OF RIVERSIDE <br /> <br />REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor and Agency Members <br /> <br />Date: <br />Item No.: <br /> <br />July 24, 200 I <br />2 <br /> <br />Subject: Request Authorization to Award Parking Management Agreement for Professional Parking <br />Management Services to Ampco System Parking <br /> <br />Background <br /> <br />On January 16,2001, the Agency authorized staff to proceed with soliciting Request for Proposals (RFP) for <br />Parking Management Services. The Oowntown Parking Committee (OPC) formed a subcommittee to review the <br />RFP process. The RFP was prepared to emphasize the retention of a qualified, knowledgeable, and innovative <br />Parking Manager to provide professional management services for the Agency's parking operations. <br /> <br />Current Issue <br /> <br />Four proposals were received from qualified parking management companies, and the OPC subcommittee, <br />comprised of Bob Brown, Chairman of the OPC, members Brian Pearcy, Ooyle Letbetter, Mike Conway, and <br />Agency staff, reviewed all four proposals, The OPC subcommittee requested that staff arrange for presentations <br />to be conducted by all four parking management companies to the full OPC, <br /> <br />On May 10, 200 I, representatives from ~iamond Parking Service, Standard Parking, Ampco System Parking, and <br />Central Parking System made their presentations. Subsequently, the OPC members suggested that staff schedule <br />another meeting of the OPC subcommittee members to discuss the results in more detail and return in June with a <br />final recommendation to the full OPC. <br /> <br />On May 25, 2001, the OPC subcommittee identified Ampco System Parking as the most qualified parking <br />operations manager based on the following criteria: <br /> <br />. Experience of the operator and their current management of the Agency's parking operations; <br /> <br />. Methodology to be employed in conducting additional customer service enhancements; <br /> <br />. Operator's support organization and quality assurance methods of optimizing labor utilization; <br /> <br />. Proposal conciseness and clarity in understanding the needs of the Agency and defining a work plan and <br />marketing plan for satisfying those needs; <br /> <br />. Creation of City of Riverside Parking Website at no cost to the Agency in order to evaluate its effectiveness <br />with reasonable fees thereafter, if retained; and <br /> <br />. Management fee retention and proposed budget. <br /> <br />Analysis <br /> <br />Ampco System Parking has proven to provide exceptional service to the Agency, and most importantly, to our <br />clients. They have been instrumental in the successful implementation of programs and policies designed to <br />achieve the Agency's goals and objectives, which include increasing revenue, de~reasing op~rationa1 costs, <br />providing accurate monthly financial statements ~nd prov~~ing pro~pt r~sponse t.lme to se~lce call.s. Ampco <br />System Parking has also assisted Agency staff with compIling pertment mformauon for WIlbur SmIth ASSOCIates, <br /> <br />the Agency's parking consultant. <br /> <br />Ampco's customer service enhancements will include specialized employee training seminars, employ~e . <br />incentives service guarantee, free 800 number, City of Riverside parkmg webslte, and enh~ced graphiC slgnage <br />in parkin~ structures, Through a collaborative effort, Agency staff and Ampco System Parkmg Will develop a <br /> <br />2-1 <br />
