COUNCILMEMBERS <br />-- <br />_ %..I f i <br />SUCCESSOR AGENCY, <br />HOUSING AUTHORITY, AND PUBLIC <br />FINANCING AUTHORITY <br />MINUTES <br />L TUESDAY, JULY 28, 2015, 2 P.M. <br />ART PICK COUNCIL CHAMBER <br />City ofArts Unnovation CITY HALL <br />3900 MAIN STREET WARDS <br />G <br />A <br />D <br />N <br />E <br />R <br />1 <br />M <br />E <br />E <br />N <br />D <br />R <br />E <br />z <br />2 <br />S <br />O <br />B <br />I <br />R <br />O <br />U <br />s <br />3 <br />D <br />A <br />I/ <br />S <br />4 <br />M <br />A <br />A <br />R <br />T <br />H <br />U <br />R <br />5 <br />P <br />E <br />R <br />Y <br />6 <br />B <br />U <br />N <br />A <br />R <br />D <br />7 <br />Roll Call: <br />Present <br />X <br />X <br />X <br />A <br />A <br />X <br />X <br />Mayor Bailey called the meeting to order at 2 p.m. in the Art Pick Council <br />Chamber with Councilmembers Mac Arthur and Davis absent. <br />DISCUSSION CALENDAR <br />POWER PURCHASE AGREEMENT - IBERDROLA RENEWABLES <br />Following discussion, the City Council approved the City Council Utility <br />Services/Land Use/Energy Development Committee recommendations to <br />(1) approve the 11 -year Power Purchase Agreement (PPA) with Iberdrola <br />Renewables, LLC to provide Portfolio Content Category 1 (PCC -1) and <br />Portfolio Content Category 2 (PCC -2) project energy and associated <br />renewable energy credits (RECs) from Iberdrola's pool of Pacific Northwest <br />wind resources; (2) authorized the City Manager, or his designee, to execute <br />the PPA; (3) authorized the City Manager, or his designee, to execute any <br />documents necessary to administer the PPA; and (4) authorized the City <br />Motion <br />X <br />Manager, or his designee, to terminate the PPA for circumstances provided <br />Second <br />X <br />in the PPA. <br />All Ayes <br />POWER SALES AGREEMENT - SOUTHERN CALIFORNIA PUBLIC <br />POWER AUTHORITY - sPOWER'S ANTELOPE DSR SOLAR <br />PHOTOVOLTAIC PROJECT <br />Following discussion, the City Council approved the City Council Utility <br />Services/Land Use/Energy Development Committee recommendations to <br />(1) approve the 20 -year Power Sales Agreement (PSA) with Southern <br />California Public Power Authority (SCPPA) to provide renewable solar <br />photovoltaic (PV) energy and Renewable Energy Credits from sPower's <br />Antelope DSR Solar PV Project; (2) authorized the City Manager, or his <br />designee, to execute the PSA, as well as future extensions and purchase <br />and/or storage options associated with the PSAs under terms and conditions <br />substantially similar or superior to this PSA; (3) authorized the City Manager, <br />or his designee, to execute any documents necessary to administer the <br />Motion <br />X <br />PSA; and (4) authorized the City Manager, or his designee, to terminate the <br />Second <br />X <br />PSA for circumstances provided in the PSA. <br />All Ayes <br />TECHNOLOGY PROCUREMENTS -AGREEMENTS <br />Following discussion, the City Council (1) approved the technology <br />procurements as outlined in the written staff report with aggregate <br />expenditures over $50,000, for a total amount not -to -exceed $5,988,544 for <br />Fiscal Year 2015-16; (2) approved the Oracle Service Agreement for <br />technical support services for Fiscal Year 2015-16, in the amount of <br />101-19 <br />
