RPU-7298 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a contract award for the Gratton Booster <br /> Station Replacement Project, Bid No. RPU-7298. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Reject the bids submitted by Cora Constructors, Inc., and SCW Contracting, in the amounts of <br /> $888,572, and $900,000, respectively, as non-responsive; <br /> 2. Award a contract for the construction of the Gratton Booster Station Replacement Project, Bid <br /> No. RPU-7298 to the lowest responsive bidder, Hemet Manufacturing, Inc. dba Genesis <br /> Construction, of Hemet, California, in the amount of$942,777; and <br /> 3. Approve the capital expenditure of $1,311,100 for Work Order No. 1424014, which includes all <br /> design, construction, contract administration, inspection and construction contingency costs for <br /> the Grattan Booster Station Replacement Project—Bid No. RPU-7298. <br /> BACKGROUND: <br /> The 2013 Integrated Water Management Plan outlines improvements to the Gratton 1400 Pressure Zone <br /> which includes expansion of the existing Grafton Booster Station. <br /> The existing Grafton Booster Station was constructed in 1965 and is currently 49 years old and consists <br /> of two outside pumps and piping enclosed inside a chain link fence. Pump Nos. 1 and 2 were rebuilt in <br /> 2007 and 2006, respectively, and are currently in poor condition. The pumps, motors, piping and <br /> electrical systems have exceeded their useful life and need to be replaced. <br /> The proposed replacement booster station will be built approximately 4,000 feet northeast of the existing <br /> station within public right-of-way and adjacent to an existing Public Utilities easement along Grattan <br /> Avenue. The work for the replacement booster station will generally entail the construction of four (4) 40 <br /> HP pumps, electrical equipment, an electrical service, a control building, yard piping and construction of <br /> approximately 800 linear feet of 8-inch ductile iron pipe, including all other necessary fittings and <br /> appurtenances. Enclosing the equipment inside a control building will improve maintenance and security <br /> of the station and will mitigate noise. Following construction of the new station, the existing pump station <br /> will be abandoned and demolished. <br /> Bids were opened on December 30, 2014. Staff has determined that the two lowest bids, which were <br /> submitted by Cora Constructors, Inc., and SCW Contracting, were non-responsive due to the fact that <br /> the respective dollar amounts listed for"Item No. 1 — Mobilization..." were in excess of the stipulated five- <br /> percent cap. Consequently, the lowest responsive bid was submitted by Hemet Manufacturing, Inc. dba <br /> Genesis Construction. Staff has reviewed all provided documentation and has determined that Hemet <br /> Manufacturing, Inc. dba Genesis Construction has met all of the requirements of the specifications. <br />
