W A T E R <br />E N E R G Y <br />L 1 F <br />RIVERSIDE PUBLIC UTILITIES <br />lag Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />DATE: OCTOBER 3, 2014 <br />ITEM NO: 12 <br />SUBJECT: UPDATE ON INTEGRATED WATER MANAGEMENT PLAN; APPROVAL OF <br />AMENDMENT TO AGREEMENT WITH CAROLLO ENGINEERS, INC. <br />ISSUES: <br />The items for the Board of Public Utilities (Board) consideration are to receive and file an update on the <br />Integrated Water Management Plan, approve various amendments to the project scope and extend the <br />term of the Agreement through December 31, 2015. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the First Amendment to Professional Consultant Services <br />Agreement with Carollo Engineers, Inc., adding additional services with no change in cost and extending <br />the term through December 31, 2015. <br />BACKGROUND: <br />On July 1, 2011, the Board of Public Utilities approved a contract with Carollo Engineers, Inc. for <br />preparation of an Integrated Water Management Plan (IWMP) and development of a programmatic <br />Environmental Impact Report (PEIR) to support development of the projects identified therein. The total <br />project budget was $995,263, of which $254,868 was allocated for the PEIR. Of the $740,395 <br />authorized for the plan preparation, approximately $705,000 has been spent to date. Staff believes the <br />balance of authorized work will be completed within the remaining budget. <br />Carollo's scope of work includes evaluation of existing and future potable, non - potable and recycled <br />water systems, evaluation and update of future water demand and supply requirements, review and <br />evaluation of our supply and distribution planning criteria, evaluation of current and projected future water <br />quality standards and regulations for drinking water, recycled water and groundwater recharge, <br />evaluation of future treatment requirements, ranking and recommendations for future water supply <br />strategies and projects, preparation of an implementation plan with supporting Capital Improvement <br />Program (CIP) recommendations (10 year CIP) and development of a Programmatic Environmental <br />Impact Report (EIR). <br />The IWMP report is nearing 90% completion. As originally conceived, the integrated plan would have <br />identified trade -offs in distribution system requirements (i.e. master planned capital facilities) resulting <br />from demand offsets related to conservation, use of recycled water and updated demand projections <br />related to the General Plan. However, as the plan developed and Riverside Public Utilities (RPU) formed <br />revised recommendations related to recycled water, the nature of future projects evolved to include more <br />supply projects and fewer pipeline /distribution focused projects. As such, it is now apparent that a <br />Programmatic EIR is not presently necessary and that California Environmental Quality Act (CEQA) <br />issues will best be addressed on a project by project basis. The result is a potential savings on the <br />overall project of approximately $255,000. <br />
