W A T E R 1 E N E R G Y 1 t 1 F E <br />PUBLIC <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: OCTOBER 3. 2014 <br />ITEM NO: 10 <br />SUBJECT: CONSTRUCTION OF THE JASMINE AND COLUMBUS 12 -INCH WATER <br />DISTRIBUTION MAIN REPLACEMENT PROJECT — WORK ORDER NO. 1507007 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount of <br />$679,000 to construct the Jasmine and Columbus 12 -Inch Water Distribution Main Replacement Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the capital expenditure of $679,000 for Work Order No. <br />1507007, which includes all design, construction, paving, contract administration, inspection and <br />construction contingency costs for the Jasmine and Columbus 12 -Inch Water Distribution Main <br />Replacement Project. <br />BACKGROUND: <br />The construction of the Jasmine and Columbus 12 -Inch Water Distribution Main Replacement Project is <br />part of Riverside Public Utilities' (RPU) on -going water main replacement program to replace old, <br />undersized and high priority leaky mains. The project consists of replacing existing 4 -inch asbestos <br />cement (AC) and 6 -inch cast iron (CI) pipe waterlines that were installed in 1953 and 1957, respectively. <br />These pipelines are inadequately sized to support the fire flow demand required per the City's General <br />Plan Industrial Land Use designation. This work will also allow RPU to abandon an existing 300 foot <br />long segment of 8 -inch 1973 AC pipe located in Ordway Street. The public street right -of -way for <br />Ordway Street at this location will be vacated as part of a current development project. The developer <br />will be contributing $25,000 to RPU toward their share of the pipeline relocation costs. <br />The work will generally entail the construction of approximately 1,300 linear feet of 12 -inch ductile iron <br />pipe within Jasmine Street and Columbus Avenue, 60 linear feet of 24 -inch steel casing installed via <br />bore and jack beneath an existing railroad track, 16 water services, 4 fire hydrants and 3 system <br />connections, along with all necessary fittings and appurtenances. The trench resurfacing is also <br />included, per Public Works Department (PW) paving standards. <br />Once the water pipeline design is complete, it is anticipated that City Forces will construct the water <br />pipeline. Staff will utilize RPU's contractor panel to construct the 24 -inch steel casing and trench <br />resurfacing. If City Forces are not able to complete the pipeline work based on their availability and other <br />priorities at that time, the pipeline work will also be constructed by the contractor's panel. Budgetary <br />estimates for the water pipeline construction, bore and jack and paving work are included in this <br />authorization. <br />Staff will coordinate with PW regarding the allowable working hours and traffic control for this project. It <br />is anticipated that work will be permitted during normal daytime hours. <br />Other than routine service tie - overs, no service disruptions are anticipated to complete the work of this <br />project. <br />
