W A " E R ENERGY LIFE Wig PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES RIVERSIDE PUBLIC UTILITIES Board Memorandum DATE: OCTOBER 3, 2014 ITEM NO: 7 SUBJECT: PUBLIC UTILITIES ELECTRIC ANNUAL RESOURCE ADEQUACY PLAN FOR 2015 ISSUE: The item for Board of Public Utilities consideration is approval of the Annual Resource Adequacy Plan (Annual RA Plan) for calendar year 2015, as required by the Resource Adequacy Program (RA Program). RECOMMENDATION: That the Board of Public Utilities approve the Annual Resource Adequacy (RA) Plan for 2015 and filing the Annual RA Plan with the California Independent System Operator (CAISO) in compliance with CAISO tariff requirements. BACKGROUND: Resource Adequacy is a term use to describe a utility's procurement of adequate power supply resources (i.e., capacity and energy) to serve its projected electric requirements, plus an additional amount to be held in reserve in case of unforeseen circumstances (e.g., unplanned transmission or generation outages). The City of Riverside first established its RA Program on May 23, 2006, through Resolution No. 21170 in response to California Independent System Operator Corporations (CAISO) Tariff requirements regarding RA Programs. On June 5, 2012, the City Council approved a revised RA Program which updated the program to reflect current grid operational conditions, deleted obsolete provisions and ensured implementation efficiency while enhancing reliability. On November 13, 2012, the City Council approved RPU's Annual RA Plan for 2013, and delegated the authority to approve future Annual RA plans to the Board of Public Utilities to the extent the plan is compliant with the City Council approved RA Program. The 2015 Annual RA Plan attached herein fully complies with the City Council's approved RA Program and assures capacity resources are adequate to serve the electrical requirements of the City's customers in 2015. Upon the approval by Board, staff will file the 2015 Annual RA Plan with the CAISO in accordance with the CAISO tariff requirements. FISCAL IMPACT: The anticipated expenditures for the procurement of electric capacity and energy pursuant to the 2015 Annual RA Plan are budgeted in the Fiscal Year 2014 -15 Power Resources budget for the months of January through June 2015 and will be budgeted accordingly for the remainder months of 2015 in the Fiscal Year 2015 -16 Power Resources budget.
