W A T E R <br />E N E R G Y L I F E <br />law <br />PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: OCTOBER 3, 2014 <br />ITEM NO: 6 <br />SUBJECT: CONSTRUCTION OF THE WARREN WELLS BLOW -OFF MODIFICATION <br />PROJECT — WORK ORDER NO. 1305507 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount <br />of $62,000 to construct the Warren Wells Blow -Off Modification Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the capital expenditure of $62,000 for Work Order No. <br />1305507, which includes all design, construction and construction contingency costs for the Warren <br />Wells Blow -Off Modification Project. <br />BACKGROUND: <br />The Riverside Public Utilities Department (RPU) operates two groundwater wells known as Warren <br />Well Nos. 1 and 4. These wells are located in the City of San Bernardino on property owned by RPU <br />and leased to the San Bernardino Golf Club. <br />As part of normal operating protocol, when a groundwater well is returned to service after sitting idle for <br />a period of time, the stale water needs to be flushed out before fresh water can be discharged into the <br />water system. As presently configured, the blow -offs for these wells waste water and present a <br />potential safety hazard. which necessitates the presence of a water operator when the well is either <br />started or shut down. As part of this project, Warren Well No. 1 will be reconfigured to flush into the <br />Riverside Canal where it can be used in the Gage Exchange. The blow -off for Warren Well No. 4 will <br />be modified to discharge to a new energy dissipater and sump, which will reduce the hazard associated <br />with starting and stopping the well. These modifications will also permit the well to be operated <br />remotely, which should save time and decrease operating costs. <br />The work will generally entail the construction of approximately 60 linear feet of 8 -inch piping, 20 linear <br />feet of 12 -inch piping, one 36 -inch diameter standpipe, one concrete sump and energy dissipater and <br />removal of an existing concrete vault and interfering piping, along with all other related appurtenances <br />and associated incidental work. The work identified will be constructed by the Water Division's field <br />forces. <br />No service disruptions are anticipated to complete the work of this project. <br />
