CITY OF RIVERSIDE <br /> COUNCIL/AGENCY MEMORANDUM <br /> <br />Honorable Mayor & City Council <br />and Redevelopment Agency <br /> <br /> Date: June 19. 2001 <br />Item No.: 9 <br /> <br />Subject: <br /> <br />Consideration of Agreements for Professional Consultant Services with Canty Engineering <br />Group, Inc. qnd Greater Riverside Chambers of Commerce to Determine Feasibility of <br />Forming an Arlington Business Improvement District <br /> <br />Background <br /> <br />On January 9, 2001, the City Council approved adoptioo of the Arlington Community Plan. The Plan includes <br />community-wide goals, objectives and policies for the Arlington area; revitalization guidelines for the Magnolia <br />Avenue and Van Buren Boulevard corridors; an examination of the economic strengths, weaknesses and potential <br />of the Arlington area; and a five-pan implementation strategy for future development within Arlington. One <br />component of the implementation strategy is the creation of a Business Improvement District ("BID"). A BID <br />would be an important catalyst in focusing the energies of the business community by generating funds for <br />improvements and maintenance throughout Arlington's business district that would not otherwise be funded. <br /> <br />Current Issue <br /> <br />At their meeting of March 28. 2001. the Arlington Community Committee ("ACC') voted unanimously to request <br />that the City approve funding to determine the feasibility of forming an Arlington BID. Since a BID is a type of <br />assessment district where local business owners are assessed a mandatory fee by the City to fund predetermined <br />local business-related activities and improvements, which benefit the assessed businesses. such as in the <br />Downtown BID, a BID should be supported by the local business owners. A feasibility study would include <br />forming a task force of business owners to establish a BID project area. preparing a budget and plan for BID <br />activities~ soliciting support for a BID, and preparing and submitting a formal request to the City for consideration <br />of forming an Arlington BID. <br /> <br />As a result of several meetings and discussions with the ACC, a proposal has been submitted by Canty <br />Engineering Group, Inc. CCanty'), for consulting assistance to determine the feasibility of forming an Arlington <br />BID. Staff issued a Request for Qualifications CRFQ') to two firms for solicitation of additional proposals for <br />the BID feasibility services. No responses to the RFQ were received. Accordingly, attached is an Agreement for <br />Professional Consultant Services between the Redevelopment Agency and Canty in the amount of $23,500, which <br />includes a proposed tasks fee of$21~500and reimbursable expenses estimated at$2,000. Additionally, the <br />Greater Riverside Chambers of Commerce ("Chamber") has agreed to provide contract administration services for <br />a fee equal to 10% of Canty's services in the amount of $2,150. Therefore~ attached is a separate Agreement for <br />Professional Consultant Services between the Redevetopment Agency and the Chamber in the amount of $2,150 <br />for contract administration services. Total cost of all services is not to exceed $25,650. <br /> <br />Analysis <br />The entire process is estimated to take 8 to 9 months to complete. The process will determine BID formation <br />feasibility only. If it is determined that there is area-wide support for a BID1 a formal request would be prepared <br /> <br /> <br />
