RESOLUTION NO. 685 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE APPROVING THE NEGATIVE DECLARATION FOR AMENDMENT NO. 3 TO THE REDEVELOPMENT PLAN FOR THE CASA BLANCA REDEVELOPMENT PROJECT WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has prepared Amendment No. 3 to the Redevelopment Plan for the Casa Blanca Redevelopment Project ("Plan Amendment No. 3"), and has filed its report on said Plan Amendment No. 3 with the Riverside City Council (the "City Council"); and WHEREAS, the Planning Commission of the City of Riverside adopted Resolution No. 4501 recommending approval of the Negative Declaration for Plan Amendment No. 3 (the "Negative Declaration"): and WHEREAS, the Agency has reviewed and considered the Negative Declaration; and WHEREAS, pursuant to notice duly given, the City Council and the Agency held a full and fair public hearing on June 5, 2001 on the proposed Plan Amendment No. 3 and Negative Declaration. NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE HEREBY RESOLVES AS FOLLOWS: Section 1. A full and fair public hearing having been held on the Negative Declaration for Plan Amendment No. 3, and the Agency having considered all comments received thereon, said Negative Declaration is hereby approved as the Negative Declaration for the adoption of Plan Amendment No. 3 to the Redevelopment Plan for the Casa Blanca Redevelopment Project. Section 2. The Agency hereby finds that the scope of development described in Plan Amendment No. 3 is substantially as anticipated in the Riverside General Plan. Section 3. The Agency hereby finds that on the basis of its review of the Initial Study and comments on the Initial Study and Negative Declaration, that the project wi]l not have a significant effect on the environment. Section 4. The Executive Director of the Agency, in cooperation with the Riverside City Clerk, is hereby authorized and directed to file with the County Clerk of the County of Riverside, a Notice of Determination, pursuant to 14 California Code of Regulations Section 15075, a]ong with a de minimis finding pursuant to California Code or Regulations Section 753.5, upon approval of the proposed Plan Amendment No. 3.
