RESOLUTION NO. 684 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE APPROVING AND TRANSMITTING ITS REPORT ON THE CASA BLANCA REDEVELOPMENT PROJECT, AMENDMENT NO. 3 TO THE RIVERSIDE CITY COUNCIL WHEREAS, the California Community Redevelopment Law (the "CRL") (California Health and Safety Code Section 33000 et seq.) permits the adoption of redevelopment plans and redevelopment plan amendments; and WHEREAS, the Riverside City Council (the "City Council") approved and adopted the Redevelopment Plan for the Casa Blanca Redevelopmerit Project (the "Redevelopmerit Plan") on November 9, 1976, by Ordinance No. 4348; and WHEREAS, the City Council subsequently amended the Redevelopment Plan on April 24, 1990 (Ordinance No. 5824), and on December 20, 1994 (Ordinance No. 6189), and WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has prepared Amendment No. 3 to the Redevelopment Plan for the Casa Blanca Redevelopment Project ("Plan Amendment No. 3") in compliance with CRL; and WHEREAS, CRL Section 33457.1 states that every redevelopment plan amendment must be accompanied by a report to the legislative body that contains the information called for in CRL Section 33352 to the extent warranted; and WHEREAS, the Agency wishes to extend the statutory deadline for incurring debt; and WHEREAS, that in order to extend the deadline for incurring debt, CRL Section 33333.6(a)(2) requires the Agency to find that significant blight remains in the Casa Blanca Redevelopment Project Area, and that the remaining blight cannot be eliminated without the establishment of additional debt; and WHEREAS, the Agency has prepared its report to the City Council as required by law. NOW, THEREFORE, be it resolved by the Redevelopment Agency of the City of Riverside as follows: Section 1. Pursuant to CRL Section 33457.1, the Agency has prepared its Report to the City Council for the proposed Plan Amendment No. 3 (the "Report"), which is attached he~et0 and incorporated herein by reference. Section 2o The Agency hereby finds that, based on evidence and analysis contained in the Report, significant blight remains in the Casa Blanca Redevelopment Project Area, and that such blight cannot be eliminated without the establishment of additional debt. Section 3. The Agency hereby approves its Report.
