W A T E R I E N E R G Y I L I F E PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES RIVERSIDE PUBLIC UTILITIES Board Memorandum DATE: JULY 10, 2015 ITEM NO: 8 File ID — 15 -2185 - C SUBJECT: SINGLE FAMILY RESIDENTIAL DEVELOPMENT TRACT 28987 — WORK ORDER NO. 1419866 FOR CITY PROVIDED SERVICES FOR $85,916 AND WORK ORDER NO. 1525395 FOR REIMBURSEMENT AGREEMENT FOR WATER MAIN EXTENSION UPSIZE FOR $144,000 (JURUPA AVENUE BETWEEN RUTLAND AND CREST AVENUES) ISSUE: The issue for Board of Public Utilities consideration is to approve a: 1) capital expenditure in the amount of $85,916 for Work Order No. 1419866 which includes City - provided construction and inspection services; and 2) a capital expenditure in the amount of $144,000 for Work Order No. 1525395 for a Reimbursement Agreement for Water Main Extension upsize associated with Tract 28987, a single - family residential development within the City limits along Jurupa Avenue between Rutland and Crest Avenues. RECOMMENDATIONS: That the Board of Public Utilities approve: The capital expenditure of $85,916 for Work Order No. 1419866 which includes City - provided construction and inspection services; and 2. The capital expenditure of $144,000 for Work Order No. 1525395 for Reimbursement Agreement for Water Main Extension upsize associated with the single - family residential development Tract 28987. BACKGROUND: On July 8, 2003 the City Council approved Tentative Tract Map 28987, to facilitate the development of approximately 113 single - family residential lots located along Jurupa Avenue between Rutland and Crest Avenues. The developer is required to install one 8 -inch potable water and one 8 -inch recycled water mains along Jurupa Avenue between Rutland and Crest Avenues to serve this development. In order to provide continuity to the existing 16 -inch potable and 16 -inch recycled water mains along Jurupa Avenue, the development was conditioned to upsize the 8 -inch water mains to 16 -inch, in Jurupa Avenue, with Riverside Public Utilities (RPU) reimbursing the development for an approximate length of 1,800 linear feet at a rate of $40 per linear foot for each of the two water mains. The total not to exceed amount of reimbursement is $144,000, consistent with Water Rule 10.D.2.c, to be paid upon acceptance of the new water lines. The developer hired a Registered Civil Engineer to prepare water plans in conformance with RPU's Standard Plans and Specifications. RPU approved the water plans on March 6, 2015.
