W A I E R E N E R G Y I I F F <br />RIVERSIDE PUBLIC UTILITIES <br />69& Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: JULY 10, 2015 <br />ITEM NO: 6 <br />File ID — 15 -2153 - C <br />SUBJECT: CONSTRUCTION OF THE MYERS STREET WATER MAIN RELOCATION PROJECT — <br />WORK ORDER NO. 1524603 FOR $135,000 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to approve a capital expenditure in the amount of <br />$135,000 for Work Order No. 1524603 to construct the Myers Street Water Main Replacement Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a capital expenditure of $135,000 for Work Order No. 1524603, <br />which includes all design, construction, contract administration and inspection costs for the Myers Street <br />Water Main Replacement Project (Project). <br />BACKGROUND: <br />On February 24, 2015 the Public Works Department (PW) obtained approval from the City Council for <br />Bid No. 7242 for the Southwest Riverside Master Drainage Plan (MDP) Line G State 2 Storm Drain Line <br />Project; the bid was awarded to Mamco, Inc., dba Alabbasi (Contractor). The Project generally entails <br />the installation of 12- to 90 -inch reinforced concrete storm drain line along Myers Street between Lincoln <br />Avenue and Victoria Avenue and Victoria Avenue between Harrison Street and Van Buren Boulevard. <br />The Project began construction in May 2015. As originally designed, the RPU facilities would not be <br />replaced by Contractor but would be protected in place during the course of construction. <br />Immediately upon start of construction, the contractor encountered soft soils which threatened to <br />compromise the integrity of the existing 8 -inch asbestos cement water main along Myers Street. The <br />water main was installed in 1971 and has no history of leaks. PW and Riverside Public Utilities (RPU) <br />staff met with the Contractor to discuss concerns regarding service disruptions to customers in the event <br />of a water main break as well as long -term maintenance impacts due to disturbance of the soil around or <br />adjacent to the existing waterline. <br />In an effort to eliminate service disruptions to RPU customers, the Contractor proposed, and RPU <br />approved, the installation of a temporary water highline to serve customers during construction. The <br />water highline was installed in June 2015 along Myers Street between Lincoln Avenue and Victoria <br />Avenue and consisted of connecting a 3 -inch high density polyethylene pipe to two existing fire hydrants <br />located outside the project impact area. <br />In order to address RPU's long -term maintenance concerns, PW and the Contractor agreed to replace <br />1,250 linear feet of the existing water main within Myers Street between Lincoln Avenue and Victoria <br />Avenue with 8 -inch ductile iron pipe (DIP) and complete all paving repairs at no cost to RPU. In turn, <br />RPU has agreed to install the water services from the new DIP line in order to reestablish service to our <br />customers and complete the four system connection. RPU staff recommends such solution, as it would <br />replace an existing pipeline (at an estimated cost of $300,000) in exchange for RPU constructing service <br />connections to the new pipeline. <br />
