CITY OF RIVERSIDE <br /> REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br />Date: June 5, 2001 <br /> <br />Item No.: <br /> <br />Subject: <br /> <br />Approval and Transmittal of Documents related to the Proposed Amendment to the <br />Casa Blanca Redevelopmerit Plan <br /> <br />Background <br /> <br />The processing of a third amendment to the Casa Blanca Redevelopment Plan, which commenced in the fall of <br />2000, is nearing completion. In order to complete the project amendment process, the Agency and City Council <br />are required to hold a joint public hearing on the Amended and Restated Redevelopment Plan CRedevelopment <br />Plan") and Negative Declaration. On April 17, 2001, the Agency and the City Council agreed to set the date and <br />time for the joint public hearing to consider the amendment at 2:00 p.m. on June 5, 2001. <br /> <br />The proposed amendment is administrative in nature and does not propose to change the boundaries of the Casa <br />Blanca Project Area, or change the policy direction of the Plan. Specifically, the amendment would change the <br />deadline by which the Agency must incur debt from the current deadline of 2004 to 2014, would extend the <br />Agency's eminent domain authority for an additional 12 years, and would update the Redevelopment Plan Map to <br />reflect the current General Plan. <br /> <br />Current Issue <br /> <br />Prior to opening the public hearing, the Agency is required to consider a resolution concerning a report that was <br />prepared by consultants and staff on its behaE The report summarizes the key elements of the plan adoption <br />process, provides an overview of the entire redevelopment planning process and provides detailed information <br />concerning the blight that remains in the Casa Blanca Project Area. Copies of this report, which is referred to as <br />the Report to City Council, were previously provided to the Development Committee, and have been included as <br />attachments to the staff report on the joint public hearing scheduled for later today. <br /> <br />In accordance with the CRL, the Agency is to consider approval of the Report to Council and then make a formal <br />submission of this report to the City Council. In addition, the Agency is required to find that, based on the <br />substantial evidence included in the Report to City Council, significant blight still remains within the Casa Blanca <br />Project Area. All three findings, which need to occur before the opening of the public hearing, are included in the <br />enclosed resolution for the Agency's consideration. Because in Riverside, the Redevelopment Agency and the <br />City Council are comprised of the same members, the action of approving and transmitting the Report to City <br />Council is accomplished by this transmittal. <br /> <br />Fiscal Impact <br /> <br />There is no direct financial impact associated with this particular action. <br /> <br /> <br />
