W A T E R I E N E R G Y <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: September 5, 2014 <br />ITEM NO: 12 <br />SUBJECT: UTILITIES OPERATION CENTER HVAC REDUNDANCY PROJECT PHASE 2 AND <br />GAS LINE IMPROVEMENT — BID NO. 7254 <br />ISSUES: <br />The issues for Board of Public Utilities consideration are: 1) award a contract for the construction of the <br />HVAC system at the Utilities Operations Center, Bid No. 7254 in the amount of $235,295; and 2) approval for <br />Work Order No. 1319978 in the amount of $334,409. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Reject the bids received from Redline Air, Inc. and GM Climate Control, Inc. as non - responsive; <br />2. Award a contract for the construction of the HVAC system at the Utilities Operations Center, Bid No. <br />7254 to the lowest responsive bidder, Eberhard SMC, of Van Nuys, California, in the amount of <br />$235,295; and <br />3. Approve the capital expenditure of $334,409 for Work Order No. 1319978 which includes the <br />purchase, installation, new gas line with Southern California Edison and 10% change order <br />contingency for the HVAC system at the Utilities Operations Center, Bid No. 7254. <br />BACKGROUND: <br />In October 2010, the Board of Public Utilities approved the replacement of the aging Heating, Ventilation and <br />Air - conditioning (HVAC) system at the Utility Operations Center (UOC). During the modernization, staff <br />discovered that the computer room, the battery room and the IT room lacked emergency shut -off redundancy. <br />Because the UOC houses essential equipment for daily and emergency operations, a redundant HVAC <br />system is required to move excessive heat loads away from the building during the event of a systems failure. <br />The UOC HVAC Redundancy, Phase 2 project proposes to install three new Mitsubishi ductless split systems <br />in several critical areas of the facility. Additional air conditioning will be added to the Battery/Electrical Room, <br />Telephone /Radio Room, Fiber Optic Room and Computer Server Room. Each of the new installations will <br />provide adequate cooling capacity to carry heat loads in the designated areas in the event of a failure of the <br />existing cooling system. In the Computer Server Room, new units will act as the primary cooling source, <br />while the existing system will become the redundant back up cooling device. The project also includes the <br />installation of a new exhaust fan in the Battery/Electrical Room, and the installation of a new natural gas <br />service connection which is required for the existing Chiller Plant. <br />A comprehensive bid package was issued in July 2014; four contractors bid on the project. The lowest <br />responsive bid was submitted by Eberhard SMC. Staff has reviewed documentation and has determined <br />Eberhard SMC has met all of the requirements of the specifications. <br />
