W A T E R E N E R G Y l 1 0 e RIVERSIDE PUBLIC UTILITIES 3 -_ W& Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: September 5, 2014 ITEM NO: 7 SUBJECT: CONSTRUCTION OF THE ROSE AVENUE AND MOUNTAIN AVENUE 8 -INCH WATER DISTRIBUTION MAIN REPLACEMENT PROJECT — WORK ORDER NO. 1319864 ISSUE: The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount of $393,000 to construct the Rose Avenue and Mountain Avenue 8 -Inch Water Distribution Main Replacement Project. RECOMMENDATION: That the Board of Public Utilities approve the capital expenditure of $393,000 for Work Order No. 1319864, which includes all design, construction, paving, contract administration, inspection and construction contingency costs for the Rose Avenue and Mountain Avenue 8 -Inch Water Distribution Main Replacement Project. BACKGROUND: The construction of the Rose Avenue and Mountain Avenue 8 -Inch Water Distribution Main Replacement Project is part of Riverside Public Utilities' (RPU) on -going water main replacement program to replace old, undersized and high priority leaky mains. The project area consists of existing 1.5 -inch and 2 -inch steel waterlines that were installed in 1954 and have required numerous repairs due to leaks over the past several years. These pipelines have been prioritized for replacement based on their age, leak history and deficiencies in providing adequate fire protection. These pipelines have reached the upper limit of their useful service life and need to be replaced to increase system reliability and ensure adequate fire flow. The work will generally entail the construction of approximately 1,160 linear feet of 8 -inch ductile iron pipe, 15 water services, three fire hydrants, and four system connections, along with all necessary fittings and appurtenances. The work identified will be constructed by the Water Division's field forces. Once the new water pipelines are installed, RPU will be responsible for standard trench repaving per the Public Works Department standard. Staff will solicit paving bids for paving the trench area from RPU's Paving Contractor Panel. A budgetary estimate for the paving work has been included in this authorization. Other than routine service tie - overs, no service disruptions are anticipated to complete the work of this project.
