W A T E R E N E R G Y L E i <br />RIVERSIDE PUBLIC UTILITIES <br />III& Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: September 5, 2014 <br />ITEM NO: 4 <br />SUBJECT: MAGNOLIA PLAZA RELIABILITY PROJECT AWARD OF 69 KV SWITCHYARD ABOVE <br />GRADE EQUIPMENT AND MATERIAL ORDER — WORK ORDER NO. 1227700 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of Work Order No. 1227700 to purchase 69 kV <br />switchyard above grade equipment and material as part of the Magnolia Plaza Reliability Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a purchase order in the amount of $203,990 to Wesco Distribution <br />Inc. of Aurora, Ohio, for 69 kV switchyard above grade equipment and material as part of the Magnolia Plaza <br />Reliability Project. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) is addressing growth and capacity needs in the City of Riverside's central <br />neighborhoods by adding substations, completing voltage conversion projects, and improving the <br />transmission and distribution systems. The Magnolia Plaza Reliability Project (MPRP) was initiated to <br />address these needs and is scheduled for completion in December 2015. MPRP includes improvements to <br />the transmission and distribution system, improvements at Plaza Substation, and the retirement of Magnolia <br />Substation. The required specialized equipment for Plaza Substation includes steel structures, surge <br />arrestors, disconnect switches, voltage transformers, insulators, bus, cable and other related components. <br />The purchase of this unique equipment is specifically covered under Section 602 of the Purchasing <br />Resolution No. 22576 which provides for the acquisition of certain specialized items by Open Market <br />Procurement in lieu of the formal bidding process. The Purchasing Services Manager determined Open <br />Market Procurement for this 69 kV switchyard above grade equipment to be in the best interest of the City. <br />Under Open Market Procurement, staff obtained quotations for this equipment from highly specialized <br />vendors. <br />Five vendors were invited to submit a quotation for this equipment. Hamby Young was the only vendor to <br />respond. Staff reviewed the quotation and deemed it responsive since it met all the bid requirements and <br />cited no exceptions to the terms and conditions within the bid specification. <br />Vendors: <br />Proposal Amount <br />Rank <br />1.
