PROJECT SUMMARY: <br />1) Proposal: Consideration of a Certificate of Appropriateness to rehabilitate the <br />former Young Men's Christian Association (YMCA) building and <br />site which is an Eligible Cultural Resource, including removal and <br />reconstruction of a portion of the building to provide a stepped - <br />back second story while preserving the front fagade and the rear <br />gymnasium and natatorium, for a new charter school for <br />kindergarten through 12th grade students located on an 2.8 acre <br />site in the R -1 -7000 — Single Family Residential Zone. <br />2) Location: 4020 Jefferson Street situated on the southwesterly side of <br />Jefferson Street, between California Avenue and Garfield Street <br />3) Applicant: Larry Slusser, Legacy Group, on behalf of River Springs Charter <br />School <br />4) Case Planner: Teri Delcamp, Historic Preservation Senior Planner <br />(951) 826 -2117 <br />tdelcamp@riversideca.gov <br />III. RECOMMENDATION: <br />That the Cultural Heritage Board: <br />1. DETERMINE that Planning Case P14 -0363 is exempt from the California <br />Environmental Quality Act (CEQA) pursuant to Sections 15332 since the project <br />constitutes in -fill development that will not cause a substantial adverse change in the <br />significance of a historical resource; and <br />2. APPROVE Planning Case P14 -0363 based on the findings below, and subject to the <br />attached conditions, thereby issuing a Certificate of Appropriateness for the project: <br />CHB — Certificate of Appropriateness 1 of 12 P14 -0363 <br />
