Wni =H t v t Ri,v i i <br />-- RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: JUNE 4, 2015 <br />ITEM NO: 10 <br />SUBJECT: APPROVAL OF $1,000,000 FUNDING CONTRACT FOR PROPOSITION 84 <br />INTEGRATED REGIONAL WATER MANAGEMENT ROUND 2 GRANT WITH <br />SANTA ANA WATERSHED PROJECT AUTHORITY — RECYCLED WATER <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to recommend that the City Council approve the <br />Funding Contract for the Proposition 84 Integrated Regional Water Management (IRWM) Round 2 <br />Implementation Grant with the Santa Ana Watershed Project Authority (SAWPA) to implement recycled <br />water projects. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />Authorize the City Manager, or his designee to sign the Funding Contract for the Proposition 84 <br />Integrated Regional Water Management (IRWM) Round 2 Implementation Grant with the Santa <br />Ana Watershed Project Authority and any amendments thereto including making minor non - <br />substantive changes to the contract; and <br />2. Authorize the City Manager, or his designee, to execute any documents necessary to <br />administer the Funding Contract that are consistent with the established policies of the City <br />Council including making minor non - substantive changes as necessary. <br />BACKGROUND: <br />The State of California approved the Safe Drinking Water, Water Quality and Supply, Flood Control, <br />River and Coastal Protection Bond Act of 2006 (Proposition 84) which established funding programs for <br />various water projects throughout the state. More specifically, Chapter 2 of the Proposition includes $1 <br />billion in funding for Integrated Regional Water Management Plan ( IRWMP) projects. Of the $1 billion, <br />about $114 million in grant funds were set aside for the IRWMP project within the Santa Ana Watershed. <br />SAWPA began developing an IRWMP for the Santa Ana Watershed and titled it "One Water One <br />Watershed" (OWOW). On May 12, 2009 the City Council adopted Resolution 21830 supporting the <br />development of the OWOW plan. Former Riverside Mayor Ron Loveridge and several Riverside Public <br />Utilities (RPU) staff members participated in committees to help form OWOW. SAWPA adopted OWOW <br />1.0 in 2010. Only those projects that are incorporated into an IRWMP Plan were eligible for Proposition <br />84 funding consideration. <br />In June 2012 SAWPA, as the designated agency for reviewing, selecting, and distributing Proposition 84 <br />funds within the Santa Ana Watershed, solicited projects for funding. RPU submitted three projects for <br />consideration. An 11- member independent Steering Committee selected the Recycled Water Project <br />Phase 1 (Arlington /Central Avenue Pipeline Project) for funding and recommended awarding RPU a $1 <br />million grant towards the Project. RPU's project is one of 22 projects the Steering Committee <br />recommended for funding. <br />
