Wni =H t v t Ri,v i i <br />-- RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: JUNE 4, 2015 <br />ITEM NO: 9 <br />SUBJECT: IVY STREET BRIDGE TEMPORARY BOOSTER STATION PROJECT FOR THE <br />STATE ROUTE 91 HIGH OCCUPANCY VEHICLE LANE PROJECT — WORK <br />ORDER N0.1112059 — CHANGE ORDER AUTHORITY OF $117,000 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is approval of a change order to Genesis <br />Construction in an amount of $117,000 for a revised total contract amount of $615,677 to extend the <br />maintenance period of the Ivy Street Bridge Temporary Booster Station Project for the State Route 91 <br />High Occupancy Vehicle (HOV) Lane Project. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />Authorize staff to issue a change order to the construction contract with Hemet Manufacturing <br />dba Genesis Construction (Bid No. 1033- 12 -03) in the amount of $117,000 to extend the <br />maintenance period of the Ivy Street Bridge Temporary Booster Station Project pending <br />completion of the State Route 91 HOV Lane Project (Bid No. 1033- 12 -03); and <br />2. Adopt a resolution to waive the formal bidding requirements of City Charter Section 1109 for the <br />issuance of the change order. <br />BACKGROUND: <br />The State Route 91 HOV Lane Widening Project (91 Project) is currently under construction by the State <br />of California Department of Transportation ( Caltrans). The Riverside County Transportation Commission <br />(RCTC) is reimbursing Riverside Public Utilities (RPU) for the costs of utility relocations. The 91 Project <br />generally entails widening State Route 91 between Adams Street and Spruce Street to add HOV lanes. <br />As part of this project, the Ivy Street Bridge needed to be demolished and rebuilt to accommodate the <br />additional freeway lanes. The Ivy Street Bridge contained a 10 -inch diameter water pipeline which was a <br />source of water supply for RPU's 1200 Pressure Zone on Pachappa Hill. A second source of water was <br />needed to protect the customers in this area. <br />The City Council approved Utility Agreement (UA) No. 21702 with RCTC on December 7, 2010 to accept <br />reimbursement for costs associated with the freeway widening project. On August 2, 2012 the City <br />awarded to Hemet Manufacturing dba Genesis Construction (Genesis) a contract in the amount of <br />$341,777 via the Water Delivery Contractors Panel to build the Ivy Street Bridge Temporary Booster <br />Station to temporarily supply a second source of water to the 1200 Pressure Zone of Pachappa Hill until <br />the Ivy Street Bridge and the new water pipeline are rebuilt by Caltrans. <br />The contract requires that Genesis maintain the temporary booster station on a month -to -month basis <br />pending completion of the 91 Project. Upon restoration of the pipeline crossing, Genesis must remove <br />the booster station and restore the site. At the time the contract was awarded to Genesis the bridge was <br />expected to be demolished and rebuilt by September 2013. <br />
