N&M <br />The issue for Board of Public Utilities consideration is approval of Work Order No. 1203744 in the <br />amount of $52,676 for the single family residential development Tract 32772, <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the estimated capital expenditure of $52,676 for Work Order <br />No. 1203744 which includes City-provided construction and inspection services associated with the <br />single family residential development Tract 32772. <br />BACKGROUND: <br />On September 6, 2005; the City Council approved the Riverwalk Vista Specific Plan which <br />encompassed Tentative Tract Map 32772-1, 32772-2 and 32-9772-3 and the development of <br />approximately 402 single family residential !lots located along La Sierra Avenue near Indiana Avenue. <br />Following City Council approval, a portion of Tract 32772-1 and 32772-2 were developed and due to <br />the unforeseen economic downturn, the development of the remaining lots ceased <br />Ors February 22, 2011, the City 'Council approved an arnendment to the .iv erwalk Vista Specific Plan <br />which formed the final phase of Tract, Map 32772 and the associated development of 49 single farnily <br />residential lots. <br />In order to support the project's water demands, the developer obtained approval from the Riverside <br />Public Utilities (RPU) Water Division to construct. a potable water system. The developer hired a <br />Registered Civil Engineer to prepare a water plan in conformance with the RPU's Standard Plans and <br />Specifications. RR U approved the water plan on October 30, 2013 and associated delta revisions on <br />May 20, 2014 and July 11, 2014. <br />In support of the development and in order to ensure RPU protects the water quality provided to its <br />customers, staff will perform all construction activities related to connection with the existing water <br />system. This requires that staff install two 8-inch system connections, install 21 1-inch and one 2-inch <br />water services and meters. RPU will also provide inspection for the 8-inch and 4-inch waterlines <br />constructed by the developer's licensed contractor. <br />On October 28, 2013, the developer paid the required fees and charges as set forth in Water Rules 10 <br />and 11 in the amount of $183,903.23 of which, $47,211 is allocated towards the construction and <br />inspection related services provided by RP U. Upon start of construction, the developer requested two <br />revisions to the water plan which required the collection of an additional $5,465 for provided services. <br />The additional fees and charges increased the Work Order to $52,676 thereby, requiring Board <br />approval. <br />
