On December 7, 2012, the Board of Public Utilities (Board) approved the Magnolia Plaza Reliability Project <br />(MPRP) to expand and improve the Plaza Substation, make upgrades to the surrounding transmission and <br />distribution system, and decommission Magnolia Substation. <br />As part of the MPRP, Bid No. 7198 for dernolition and comprehensive site preparation of Plaza Substation <br />was issued on May 13, 2014. One bid was received and opened on june 6, 2014 with the following results: <br />Bidder Bid Total Evaluation <br />C.S. Legacy Construction, Inc. s. $ 1,308,347 1 i � 6-rpsponsive —Bidder did not <br />meet experience q lifications <br />Engi,,?eer,sEsti'matp,$52'1,205 <br />The sole bid from C.S. Legacy Construction, Inc. is approximately 151 %above the Engineers estimate and is <br />considered non-responsive because the bidder did not meet the specified experience qualifications. <br />Therefore, it is recommended the Board of Public Utilities reject all bids_ <br />Staff will divide the scope into sections and update the specifications prior to rebidding the work. By doing so, <br />staff is confident that rebidding will 'improve the number of bids received and result in pricing consistent with <br />the Engineer's estimate. <br />FISCAL IMPACT: <br />There is no fiscal impact associated with the rejection of the bids. <br />
