RPU -7209 <br />ISSUES: <br />The issues for Board of Public Utilities consideration are: 1) approval of a contract award for the <br />installation of conduits and structures to relocate Circuits 1251 and 1253 for the Plaza Substation <br />Expansion and Public Works Riverside Avenue Grade Separation Projects — Bid No. RPU-7209; and 2) <br />approval of a capital expenditure in the amount of $1,446,454 for Work Order No, 1326801. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the estimated capital expenditure of $1,446,454 for Work Order No. 1326801, to relocate <br />Circuits 1251 and 1253 for the Plaza Substation Expansion and Public Works Riverside Avenue <br />Grade Separation Projects; <br />2. Determine that the bid submitted by International Line Builders, Inc., of Riverside, California, in <br />the amount of $543,667.10, is non - responsive; and <br />3. Award a contract for the installation of conduits and structures to relocate Circuits 1251 and 1253 <br />for the Plaza Substation Expansion and Public Works Riverside Avenue Grade Separation <br />Projects, Bid No. RPU -7209 to the lowest responsive bidder, VCI Construction, of Upland, <br />California, in the amount of $563,581. <br />BACKGROUND: <br />The Riverside Public Utilities Plaza Substation reliability issues were addressed in the Electric System <br />Master Plan Study, Section UG1 delivered in 2009. As a result, expansion of the Plaza was <br />recommended. Additionally, the Public Works Riverside Avenue Grade Separation Project requires that <br />Circuits 1251 and 1253, currently in an underground duct bank on Elizabeth Street, be relocated to <br />adjacent Merrill Avenue. In order to accommodate these requirements, a new underground steel casing <br />and conduit bank must be installed south of the Substation, crossing under the railroad tracks and <br />extending to Merrill Avenue. Another underground duct bank will be installed east along Merrill Avenue, <br />reconnecting with existing conduits at Riverside Avenue. <br />Riverside Public Utilities (RPU) staff completed the project engineering with consideration given to the <br />surrounding aesthetics, while ensuring that such consideration did not impact the cost of construction. <br />
