B W':':' R F N F 4 d'G "'V b <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />P U 8 L I C U <br />T I L I T I E <br />BOARD OF PUBLIC UTILITIES DATE: March 21, 2013 <br />ITEM NO: 5 <br />SUBJECT: AMENDED AND RESTATED FUNDING AGREEMENT WITH THE RIVERSIDE <br />COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT FOR <br />MOCKINGBIRD CANYON RESERVOIR MECHANICAL EXCAVATION PROJECT <br />ISSUE: <br />The issue for Board of Public Utilities consideration is approval of an Amended and Restated Funding <br />Agreement with the Riverside County Flood Control and Water Conservation District (District) for the <br />Mockingbird Canyon Reservoir Mechanical Excavation Project. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />Approve the Amended and Restated Funding Agreement with the Riverside County Flood <br />Control and Water Conservation District for the Mockingbird Canyon Reservoir Mechanical <br />Excavation Project; <br />2. Authorize the City Manager, or his designee, to execute the Amended and Restated Funding <br />Agreement with the Riverside County Flood Control and Water Conservation District for the <br />Mockingbird Canyon Reservoir Mechanical Excavation Project; and <br />3. Authorize the City Manager, or his designee, to execute any other amendments to this <br />Funding Agreements between the District and the City. <br />BACKGROUND: <br />The Mockingbird Canyon Reservoir (Reservoir) was constructed in 1913 by the Gage Canal Company <br />(Gage) to capture and utilize storm water flows within the Gage Canal system for irrigation and <br />groundwater recharge.. Riverside Public Utilities (RPU) acquired the Reservoir in 1965 with the <br />acquisition of the assets of Gage. <br />Over time, as storm events occur, sediments are transported and deposited in the Reservoir. In <br />December 2010, Riverside experienced a major storm event which involved significant rainfall and <br />flooding. As discovered during an investigation of the Reservoir in January 2011, the capacity of the <br />Reservoir has substantially decreased and the integrity of the outlet works was compromised, due to <br />significant sediment deposits. <br />On October 21, 2011, the Board of Public Utilities recommended that the City Council approve a <br />Funding Agreement (Original Agreement) with the District. The Original Agreement provides a 50/50 <br />cost sharing by the District towards construction related costs only, not -to- exceed $800 „000. On <br />December 6, 2011, the City Council approved the Original Agreement. <br />
