FOR THE PELLISSIER RANCH SOLAR PHOTOVOLTAIC PROJECT CALIFORNIA ENVIRONMENTAL QUALITY ACT DOCUMENT ISSUE: The item for the Board of Public Utilities consideration is approval of a Professional Services Agreement with HDR, Inc. In a not -to- exceed amount of $177,714.91 for professional environmental consultant services to prepare the California Environmental Quality Act (CEQA) document for the Pellissier Ranch Solar Photovoltaic Project (Project). RECOMMENDATION: That the Board of Public Utilities approve a Professional Consultant Services Agreement with HDR Engineering, Inc., of Riverside, California, in a not -to- exceed amount of $177,714.91 for the preparation of the Pellissier Ranch Solar Photovoltaic Project CEQA document. BACKGROUND: On December 20, 2013, the Board of Public Utilities approved Work Order No. 1410983 in the amount of $250,000 for the preliminary design, electric distribution system studies and CEQA analysis and report for the Project. On January 9, 2014, staff issued a Request for Proposals (RFP) to eight environmental consulting firms with experience in the preparation of an Environmental Impact Report for the Project. The proposals were due on February 7, 2014; six proposals were received from the following consultants: Dudek (Riverside, CA); Helix Environmental Planning, Inc. (La Mesa, CA); HDR, Engineering Inc. (Riverside, CA); ICF International (Riverside, CA); RECON (San Diego, CA); and Albert A. Webb Associates (Riverside, CA). The Selection Committee consisting of five key staff members of the Riverside Public Utilities Department Water Division, Electric Transmission and Generation Division and Power Resources Division, reviewed the proposals on the basis of the criteria outlined in the RFP. On February 25, the Committee interviewed two short- listed consultants: Albert A. Webb Associates and HDR, Engineering Inc.; HDR, Engineering Inc. was selected as the most qualified consultant to perform the work. Staff negotiated a Professional Consultant Services Agreement with HDR, Inc. for the Project in the amount of $177,714.91. FISCAL IMPACT: The not -to- exceed contract price is $177,714.91, Sufficient funds are available in the Electric Utility Capital Project Account No. 6130000 - 470697.
