FOR THE PELLISSIER RANCH <br />SOLAR PHOTOVOLTAIC PROJECT CALIFORNIA ENVIRONMENTAL QUALITY <br />ACT DOCUMENT <br />ISSUE: <br />The item for the Board of Public Utilities consideration is approval of a Professional Services <br />Agreement with HDR, Inc. In a not -to- exceed amount of $177,714.91 for professional environmental <br />consultant services to prepare the California Environmental Quality Act (CEQA) document for the <br />Pellissier Ranch Solar Photovoltaic Project (Project). <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a Professional Consultant Services Agreement with HDR <br />Engineering, Inc., of Riverside, California, in a not -to- exceed amount of $177,714.91 for the preparation <br />of the Pellissier Ranch Solar Photovoltaic Project CEQA document. <br />BACKGROUND: <br />On December 20, 2013, the Board of Public Utilities approved Work Order No. 1410983 in the amount <br />of $250,000 for the preliminary design, electric distribution system studies and CEQA analysis and <br />report for the Project. <br />On January 9, 2014, staff issued a Request for Proposals (RFP) to eight environmental consulting firms <br />with experience in the preparation of an Environmental Impact Report for the Project. The proposals <br />were due on February 7, 2014; six proposals were received from the following consultants: Dudek <br />(Riverside, CA); Helix Environmental Planning, Inc. (La Mesa, CA); HDR, Engineering Inc. (Riverside, <br />CA); ICF International (Riverside, CA); RECON (San Diego, CA); and Albert A. Webb Associates <br />(Riverside, CA). <br />The Selection Committee consisting of five key staff members of the Riverside Public Utilities <br />Department Water Division, Electric Transmission and Generation Division and Power Resources <br />Division, reviewed the proposals on the basis of the criteria outlined in the RFP. On February 25, the <br />Committee interviewed two short- listed consultants: Albert A. Webb Associates and HDR, Engineering <br />Inc.; HDR, Engineering Inc. was selected as the most qualified consultant to perform the work. Staff <br />negotiated a Professional Consultant Services Agreement with HDR, Inc. for the Project in the amount <br />of $177,714.91. <br />FISCAL IMPACT: <br />The not -to- exceed contract price is $177,714.91, Sufficient funds are available in the Electric Utility <br />Capital Project Account No. 6130000 - 470697. <br />
