SUBJECT: CONSTRUCTION .1 <br />PIPELINE PROJE <br />1115202 <br />MrArill, <br />DATE, June 20, 2014 <br />The issues for Board of Public Utilities consideration are, 1) approval of a contract award for the <br />Johnson Well No. 4 Equipping and 16-Inch Pipeline Project -- Bid No RPU-72071 and 2) approval of a <br />capital expenditure in the amount of $906,500 for Work Order No. 1115202. <br />That the Board of Public Utilities. <br />Award a contract for the construction of the Johnson Well No. 4 Equipping and 16-Inch Pipeline <br />Project — Bid No, RPU-7207 to the lowest responsive bidder, Cora Constructors Inc., of Palm <br />Desert, California, in the amount of $604,934; and <br />2. Approve the capital expenditure of $906,500 for Work Order No, 1115202, which includes all <br />design, construction, contract administration, inspection and construction contingency costs for <br />the Johnson Well No. 4 Equipping and 16-Inch Pipeline Project — Bid No. RPU-7207. <br />The Riverside Public Utilities Department (RPU) drilled Johnson Well No. 4 in 1990 with the intent to <br />extract water from the Rialto-Colton Groundwater Basin. However, due to various factors including the <br />economic downturn at the time, the well was never equipped and placed into service. <br />As part of RPU's Lower Gage Exchange, irrigation water from the Riverside Canal is pumped to the <br />Gage Canal to make available Gage Water suitable for potable use. In recent years, RPU's production <br />capacity of irrigation water from the Riverside South Groundwater Basin has decreased, mostly due to <br />declining water levels throughout the basin. Equipping Johnson Well o.. and connecting it to the <br />Riverside Canal will help RPU meet its irrigation and potable water demands. <br />On April 1, 2011, a video inspection of Johnson Well No. 4 was performed and revealed that the <br />existing casing is in good condition overall. <br />The work will generally entail redevelopment and testing of Johnson Well No. 4, construction of <br />approximately 650 linear feet of 16-inch ductile iron pipe from the Well to the existing Rice-Thorne <br />pipeline, installation of a pump and motor, construction of electrical equipment and sewice, installation <br />of a shade structure and security fencing, along with all other incidental items and appurtenances. <br />
