ISSUE: <br />The item for Board of Public Utilities consideration is approval of a capital expenditure in the amount of <br />$600,000 for Work Order No. 1421550 for the Light Emitting Diode (LED) Street Light Pilot Project at <br />various locations throughout the City. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the estimated capital expenditure of $600,000 for Work Order <br />No. 1421550 for the implementation of the LED Street Light Pilot Project in five different areas in the City. <br />BACKGROUND: <br />RPU Energy Delivery, in conjunction with the City's Public Works Department, determined to proceed <br />with an LED Street Light Pilot Project to support the City's sustain ability efforts. The project is expected <br />to reduce energy consumption by replacing High Pressure Sodium (HP) luminaires with LED <br />luminaires. Industry studies have illustrated monthly energy reductions of approximately 40 kWh per <br />light for a replacement pro grarn such as the one proposed. It is estimated that monthly energy savings <br />of approximately 31,280 MA]h can be realized. On an annual basis, the monthly energy savings would be <br />375,360 kWh which is equivalent to 259 metric tons of Carbon Dioxide Equivalent (which is equivalent to <br />the annual greenhouse gas emissions from 54,5 passenger vehicles). <br />The project will consist of replacing 782 HP S luminaire fixtures with LED ones (574 street lights and 208 <br />intersection lights). This will be a direct replacement of luminaires only, The existing standards (poles) <br />Mll remain in place. The following five areas scheduled for the new installations were selected for their <br />high visibility and traffic exposure: <br />I . Market Street, from Fourteenth Street to 60 Freeway <br />Z University Avenue, from Market Street to 215/60 Freeway <br />3. Riverside Plaza, between Magnolia Avenue and 91 Freeway <br />4. Auto Center Drive, between Adams Street, Indiana Avenue arid Jefferson Street <br />5. Galleria at Tyler, between Polk Street, Magnolia Avenue and Hughes Alley <br />To meet the goal of installing the 'LED lights before the Festival of Lights event on November 28, 2014, <br />Riverside Public Utilities (RPU) staff will immediately order the LED luminaires due to their six to eight <br />week lead time. <br />RPU will contract for the installation work and will seek Board of Public Utilities approval to award the bid <br />for the construction portion of the project upon completion of the bidding process, <br />
