The items for the Board of Public Utilities consideration are: 1) award of a Purchase Order for a over transformer and associated equipment in the amount of $443,384.28 at Harvey Lynn Substation; and 2) award of a Purchase Order in the amount of $887,603.40 for a switChgear and associated equipment to be located at Harvey Lynn Substation. RECOMMENDATIONS: That the Board of Public Utilities: Approve a Purchase Order in the amount of $443,384.28 to Virginia Transformer Corp., of Roanoke, Virginia, for a power transformer and associated equipment as part of the Harvey Lynn Substation Power T ran sform er and Switchgear Replacement project; and Z Approve a Purchase Order in the amount of $887,603.40 to Myers Power Products, of Ontario, California, for a switchgear and associated equipment as pw4 of the Harvey Lynn Substation Power Transformer and Switchgear Replacement project, On March 1, at approximately 2:30 a.m., during a powerful Pacific storm;, an equipment failure occurred at Harvey Lynn Substation on Schuyler Street in the La Sierra neighborhood which resulted in a fire that damaged a significant portion of the substation.. As a result of the fire, the Harvey Lynn No. 3 transformer and associated switchgear were destroyed. Staff solicited proposals for a new power transformer and a new sw1itchgear to be located at Harvey Lynn Substation to replace the damaged equipment. The purchase of this equipment are covered under Section 602 of Purchasing Resolution No. 21182 which provides for a utilities exception for the acquisition of specific ;items listed by Open Market Procurement (in lieu of the formal bidding process), if it appears to the Purchasing Services Manager to be in the best interest of overall economy and efficiency to the City. The Purchasing Manager has made such a determination. The utilities exception includes transformers and switchgears. Under Open Market Procurement, staff is allowed to directly contact certain vendors to request quotations for, this specific equipment, Staff requested proposals from four transformer manufactures.
