BACKGROUND: <br />Since 2011, the chemical storage tanks at the Sixth Street, Gage and Sunnyside chlorination stations have <br />experienced multiple leaks. Design deficiency and improper tank installation may have contributed to <br />premature tank failures. However, as part of a multiyear warranty, the tank supplier had performed numerous <br />repairs to the tanks to maintain their operation. Finally, the cracks in two of the three tanks were. determined <br />to be unrepairable and need to be replaced. Core-Rosion, the original tank supplier has delivered three new <br />tanks at a significant discount to the City as shown on the tank purchase bids below. The design deficiency <br />has been addressed with the new tanks. Core-Rosion has also agreed to provide on-site technical <br />assistance during tanks iristallations. <br />Staff solicited bids for the removal and disposal of existing tanks, plus installation of three pre-purchased <br />chemical storage tanks. Three bids were received on June 3, 2014. Staff reviewed all provided <br />documentation and has determined that Downstream Services, Inc. is the iowest responsive, responsible <br />bidder. <br />The tank removal and installation bids received are summarized in the table below: <br />— ------- — ------- ------ <br />Company Bid Total <br />Downstream Services, Inc,.
