On March 31, 1997, the California Public Utilities Commission CPUC adopted General Order No. 165 (GO <br />165) for investor owned utilities. GO 165 established minimum inspection requirements of electric distribution <br />facilities, including maximum allowable inspection cycle lengths, condition rating, record keeping, reporting on <br />scheduling and performance of corrective action. In March 1998, the CPUC ordered that all publicl y owned <br />utilities were to comply with the requirements of GO 165. <br />GO 165 requires that all overhead facilities have a detailed inspection on a maximum five year cycle in order <br />to assess their condition and to identify any deficiencies that are in need of repair. Detailed inspections of <br />overhead facilities in Area 2 are scheduled for 2014 and include approximately 20% of the entire overhead <br />s ys, t e rn. <br />Bid No. 7178 for Detailed Inspections of Overhead Facilities located in Areas 2 through 5 was issued on <br />January 17, 2014. Five contractors attended the pre-bid conference on January 28, 2014- Two bids were <br />received and opened on February 28, 2014 with the following results: <br />Bidder Total Evaluation <br />E.E. Based on staffs <br />preliminary review, modifications to the bid specification may include, but are. not limited to the following <br />item& <br />1. Removal of the JP A inspection bid unit which will be completed by RPU field personnel, <br />2. Reduction of the scope to include only Area 2. <br />
